Job Overview:
The Preparedness and Response Officer will play a crucial role in leading the implementation of Emergency Telecommunications Cluster (ETC) preparedness and resilience projects in Vanuatu. This position requires a deep understanding of national disaster risk management frameworks and the ability to engage with various stakeholders, including government agencies and telecommunications providers. The officer will be responsible for developing and refining preparedness tools, conducting assessments, and facilitating training programs to enhance local capacity in emergency telecommunications. The role emphasizes collaboration and proactive engagement to ensure effective disaster response and recovery efforts in a region highly susceptible to natural hazards.
Duties and Responsibilities:
Required Qualifications:
The ideal candidate should possess strong project management skills, excellent communication abilities, and a deep understanding of emergency telecommunications and disaster risk management. Educational Background:
A bachelor's degree in a relevant field such as telecommunications, disaster management, emergency management, or a related discipline is required. Advanced degrees or certifications in these areas will be considered an asset. Continuous professional development in emergency response and telecommunications is encouraged.
Experience:
Candidates should have a minimum of 3-5 years of relevant experience in emergency telecommunications, disaster risk management, or a related field. Experience working in the Pacific region or in disaster-prone environments is highly desirable. Proven track record in project management and stakeholder engagement is essential.
Languages:
Fluency in English is mandatory, as it is the working language of the organization. Knowledge of Bislama or French would be considered an asset, as it may enhance communication with local stakeholders and partners.

This position is based in Port Vila, Vanuatu, and may require travel within the country and to regional hubs. The role is full-time and may involve working in challenging conditions due to the nature of the work. - Support the development and contextualization of preparedness tools and frameworks, including the National Emergency Telecommunications Plan.
- Maintain engagement with key stakeholders, ensuring effective coordination on emergency telecommunications preparedness.
- Develop and update an ICT Country Profile for Vanuatu, analyzing telecommunications infrastructure and connectivity gaps.
- Deploy within Vanuatu to support ETC preparedness missions, conducting assessments and facilitating training.
- Manage country-level ETC preparedness initiatives, contributing to planning and reporting processes.
- Design and deliver training programs and workshops as a subject matter expert in emergency telecommunications.
- Facilitate capacity building of national stakeholders to strengthen emergency telecommunications capabilities.
- Represent the ETC at national events and advocate for resilient telecommunications systems. 1
- Contribute to the development of knowledge products documenting lessons learned and best practices. 1
- Perform other duties as required to support ETC objectives in Vanuatu and the Pacific region.
