Job Overview: The Program Coordinator is responsible for overseeing the development and quality of SI’s programs, ensuring they are driven by needs, adapted to the context, and impactful. This role involves supporting strategic planning, program monitoring, technical compliance, and coordination across teams, partners, and donors. The Program Coordinator also plays a crucial role in strengthening staff capacities and safeguarding ethical standards. The position is particularly challenging due to the need to develop strategies for the West Bank and Gaza, ensuring compliance, resource allocation, and integrating cross-cutting themes while mitigating operational and ethical risks. In the initial months, the focus will be on structuring the mission, onboarding new staff, expanding activities, and developing new sectors and areas of intervention, while also reinforcing quality monitoring of program strategies and ensuring the implementation of SI’s frameworks and procedures across all teams.
Duties and Responsibilities: The Program Coordinator will be responsible for the following duties: 1) Overseeing the development and implementation of program strategies that align with SI’s mission and objectives. 2) Ensuring that programs are needs-driven and contextually relevant, adapting to the evolving situation in the region. 3) Coordinating with various teams, partners, and donors to ensure effective program delivery and compliance with technical standards. 4) Supporting the onboarding and training of new staff to enhance team capacity and performance. 5) Monitoring and evaluating program effectiveness, making necessary adjustments to improve outcomes. 6) Engaging with external stakeholders, including clusters and international partners, to foster collaboration and resource sharing. 7) Addressing challenges related to resource allocation and staff capacity while ensuring ethical standards are upheld. 8) Developing and implementing strategies for Shelter and Food Security and Livelihoods (FSL) in Gaza, ensuring SI’s relevance and impact in these areas.
Required Qualifications: Candidates must possess a Master's degree in Humanitarian Action, Human Rights, Social Science (such as Geography, Sociology, Anthropology, or History), or Political Science. Additionally, candidates should have at least 5 years of experience in the humanitarian sector, with 3 to 4 years in a similar position. Strong technical skills in program strategy development, multi-sector design" style="border-bottom: 1px dotted #007bff !important;">program design (WASH, FSL), partnership development, and external coordination are essential. Candidates should also demonstrate leadership abilities and experience in team management, coordination across multi-level teams, and capacity building.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as Humanitarian Action, Human Rights, Social Science (Geography, Sociology, Anthropology, History), or Political Science. This advanced degree is preferred as it provides the necessary theoretical and practical knowledge to effectively manage humanitarian programs and respond to complex challenges in the field.
Experience: The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 3 to 4 years in a similar role. This experience should include program management, strategic planning, and coordination with various stakeholders in challenging environments. Candidates should have a proven track record of successfully implementing humanitarian programs and adapting to rapidly changing contexts.
Languages: Fluency in English is mandatory for this position. Proficiency in Arabic is considered an asset, as it will enhance communication with local communities and stakeholders, facilitating better program implementation and engagement.
Additional Notes: This is a salaried position with compensation starting from EUR 2860 gross per month, which includes a base salary of EUR 2600 plus a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The position includes a system of alternating work and time off, with breaks every three months and an additional rest day per month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Essential vaccinations and antimalarial treatment costs are also reimbursed. Living conditions in Jerusalem are generally safe, with a coordination office and guesthouse fully equipped for staff needs.
