Job Overview:
The Senior Relations Specialist position is a critical role within the ILO's ACTRAV (Workers' Activities) department, located in Geneva. The incumbent will be responsible for overseeing and coordinating the work of ACTRAV in the Latin America and Caribbean region, focusing on workers' organizations. This role involves strategic planning, advising senior officials, and managing relationships with various stakeholders. The Senior Relations Specialist will also be tasked with conceptualizing and implementing development cooperation projects, ensuring alignment with ILO's priorities and the needs of trade union organizations in the region. The position requires a proactive approach to identifying challenges and opportunities within the labor landscape, as well as the ability to advocate for policy changes that benefit workers.

Duties and Responsibilities:

• Plan, organize, coordinate, and monitor ACTRAV's relations work in the Latin America and Caribbean region, ensuring alignment with ILO priorities.
• Support the Director of ACTRAV in managing and monitoring the work of Specialists in Workers' Activities across various offices.
• Provide strategic advice to senior officials and represent the ILO at official events and conferences.
• Develop policy-related briefs and documents, ensuring they reflect the interests of workers in the region.
• Coordinate meetings and discussions involving the Workers' Group of the Governing Body and other official meetings.
• Review and provide feedback on major ILO reports and documents.
• Conduct missions to Member States to strengthen relationships with relevant organizations.
• Recommend actions on personnel and budgetary matters to enhance operational efficiency.
• Collaborate with the development cooperation team to formulate and manage projects, ensuring quality and compliance with donor requirements. 1
• Provide technical advice to specialists and consultants, ensuring effective implementation of work plans. 1
• Contribute to various ILO initiatives and programs, including the Global Jobs Pact and Sustainable Development Goals.

Required Qualifications:
Candidates must possess an advanced university degree in economics, labor law, public administration, industrial relations, political science, or a related field. Alternatively, a first-level university degree in one of these fields, combined with two additional years of relevant experience, will be accepted. The role demands a deep understanding of labor relations and the ability to navigate complex organizational structures and policies.

Educational Background:
An advanced university degree is required, with a focus on fields relevant to labor relations and public policy. A Bachelor's degree with additional experience may also be considered. This educational background is essential for understanding the intricacies of labor laws and organizational dynamics within the ILO.

Experience:
Candidates should have at least ten years of professional experience in labor relations, with a minimum of seven years in an international context at a senior level. This experience should include direct involvement with workers' organizations and the development of labor-related programs and policies.

Languages:
Fluency in one of the ILO's working languages (English, French, or Spanish) is mandatory, with working knowledge of another language. Proficiency in English is required, as it is essential for communication within the organization and with international stakeholders.
