Job Overview:
The Logistics Associate (Food Safety & Quality Assurance) position at WFP is crucial for ensuring the safety and quality of food aid distributed in Cameroon. The role involves supporting the screening, validation, and monitoring of food safety practices, as well as evaluating the performance of inspection companies responsible for food quality. The associate will conduct laboratory tests on locally purchased commodities, ensuring compliance with WFP's quality standards. In addition, the position requires the implementation of food incident management protocols, providing evidence-based recommendations during food safety incidents, and managing communication regarding lessons learned. The associate will also be responsible for building relationships with local suppliers and government agencies to enhance food safety awareness and compliance with WFP standards. This role is integral to maintaining the integrity of food assistance programs and ensuring that vulnerable populations receive safe and nutritious food.
Duties and Responsibilities:
1) Support the screening, validation, monitoring, and performance evaluation of superintendent/inspection companies for Quality & Quantity activities on food under WFP responsibility in the country. Participate in the technical review of services provided by external contractors; ensure inspection companies are aware of and comply with WFP inspection service requirements and scope of work. 2) Conduct laboratory identification and selection according to WFP quality service provider validation process for quality testing of locally purchased commodities, establish and maintain collaboration with laboratories to improve test methods for analysis of food aid commodities. 3) Ensure Food Incident management SOP is implemented. In the event of food safety incidents, prepare evidence-based recommendations for senior staff on control measures to combat and reduce food commodities loss, and tools to enable rapid response to situations with food safety concerns. 4) Assess and proactively manage issues, issues prevention, and communication of lessons learned. 5) Ensure technical support is provided to WFP local suppliers of processed and nutritious food and assess compliance with WFP Food Safety and Quality requirements. 6) Provide technical support and capacity building/strengthening of WFP staff and partners when needed. 7) Support WFP Country Office to build up links with other program streams. 8) Cash-Based Transfer: Ensure food safety and quality risk are assessed and mitigation measures implemented in the early phases and throughout the process considering minimum food safety requirements. 9) School Feeding Programme: assess and identify quality and safety risks and support implementation of control measures that include minimum requirements, conditions, and practices. 10) Build productive relationships and partnerships with counterparts in government agencies and the private sector to enhance WFP capacity to contribute effectively to FSQA awareness and improvement. 11) Support the implementation of the WFP FSQ manual and procedures/protocols both upstream and downstream. 12) Effectively implement the food incident management system. 13) Manage the FSQ aspects of local purchases and strengthen supplier capacities.
Required Qualifications:
The ideal candidate for the Logistics Associate position should possess a university degree in Food Technology. Additionally, candidates must have at least five years of professional experience in food quality and safety, demonstrating a strong understanding of Cameroon and CEMAC food safety and quality regulations and procedures. Technical skills required include excellent knowledge of food quality and safety, strong data analysis skills related to food quality and financial transactions, and the ability to negotiate with phytosanitary, customs, and port authorities. Behavioral competencies include strong prioritization and decision-making skills under pressure, excellent diplomatic and negotiation abilities with stakeholders, a proactive approach in anticipating administrative customs bottlenecks, and the ability to lead and work effectively in a multicultural environment.
Educational Background:
Candidates must hold a university degree in Food Technology or a related field. This educational background is essential for understanding the complexities of food safety and quality assurance processes, as well as the regulatory frameworks governing food safety in Cameroon and the broader CEMAC region.
Experience:
Candidates should have a minimum of five years of relevant professional experience in food quality and safety. This experience should include working with food safety regulations, conducting quality assessments, and managing food safety incidents. Familiarity with local and regional food safety standards is crucial, as is the ability to work collaboratively with various stakeholders, including government agencies and private sector partners.
Languages:
Fluency in English and French is mandatory for this position, given the bilingual nature of Cameroon. Proficiency in additional local languages would be considered an asset, enhancing communication with local communities and stakeholders.
