Job Overview:
The Information Management Officer will be an integral part of the Information Management team, which is focused on developing and enhancing information management systems utilizing the ESRI ArcGIS Online platform, with plans for migration to ArcGIS Enterprise. The successful candidate will contribute to the development, configuration, and enhancement of various components within the ArcGIS ecosystem, including applications such as Survey123, Field Maps, Dashboards, and Experience Builder. This role requires a proactive approach to supporting the integration and maintenance of these systems to ensure their effective operation, thereby facilitating the organization's mission to provide timely and accurate information for decision-making and program implementation.

Duties and Responsibilities:
The Information Management Officer will be responsible for a comprehensive set of duties, including but not limited to: developing effective data collection tools and methodologies; designing and managing database systems for data management and analysis; maintaining and administering the DRC beneficiary database; implementing functional features and user interfaces, such as dashboards and databases; collaborating with other departments to enhance products based on feedback; supporting Team Leaders in the technical application of the database; assisting program colleagues with technical difficulties or questions regarding the database and information management; providing training for colleagues on database usage; ensuring that beneficiary information is consolidated into a single, up-to-date database; identifying missing data and following up with Team Leaders; supporting the provision of beneficiary lists and data for monitoring activities, including post-distribution monitoring (PDM) and evaluation reports; applying data program techniques and procedures; and ensuring that all data is kept protected and confidential in accordance with DRC’s Information Management Standard Operating Procedures (SoPs).

Required Qualifications:
To be considered for this position, candidates must possess a university degree in Information Technology, Information Systems, Statistics, Social Sciences, or a relevant field. Additionally, candidates should have knowledge of Survey123 or other data collection applications, an advanced level of English language proficiency, and fluency in Ukrainian. Proficiency in MS Word, Excel, PowerPoint, and Outlook is essential, along with proven abilities in data collection, compilation, analysis, and reporting. Candidates must demonstrate the ability to write clearly and concisely and possess effective oral communication skills. Proficiency in ArcGIS Dashboard and Experience Builder will be considered a significant advantage.

Educational Background:
Candidates are required to have a university degree in a relevant field such as Information Technology, Information Systems, Statistics, or Social Sciences. This educational background is crucial for understanding the technical aspects of data management and analysis, as well as the application of various information management tools and methodologies.

Experience:
The position requires at least 2 years of experience in developing data collection and analysis tools, specifically within the Esri / ArcGIS Online environment. This experience is vital for ensuring that the candidate is well-versed in the technical requirements and challenges associated with information management in a humanitarian context.

Languages:
The mandatory languages for this position include advanced proficiency in English and fluency in Ukrainian. These language skills are essential for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset but are not required.

Additional Notes:
The contract for this position includes a 3-month probation period, with the possibility of extension based on performance. The position is classified as Band H – non-managerial, and the designated duty station is Kyiv. The start date for this role is as soon as possible. Salary and conditions will align with the Danish Refugee Council’s Terms of Employment for employees on national contracts, with a starting salary of 2025 EUR gross per month, depending on experience and qualifications.
