Job Overview:
The National Coordinator for the Pandemic Fund Project in Grenada will play a crucial role in improving the country's preparedness and response to emerging health threats. This position is aligned with the FAO's Regional Priority 1, focusing on transforming agrifood systems for sustainable production and healthy diets. The project will be implemented over a period of three years in multiple countries, including Grenada, and will specifically target strengthening surveillance and diagnostics for veterinary and zoonotic pathogens, as well as enhancing the human resource capacity of veterinary services in the Organization of Eastern Caribbean States (OECS). The National Coordinator will ensure that the funded initiatives align with national priorities and are implemented effectively while complying with Fund requirements.
Duties and Responsibilities:
The National Coordinator will be responsible for a variety of tasks, including coordinating the identification of priority project areas based on national needs and strategic plans. They will facilitate inclusive consultations among relevant sectors, civil society, and implementing partners, maintaining regular communication with Implementing Entities (IEs) and Executing Agencies. The coordinator will participate in strategic planning and coordination meetings, monitor project progress against agreed milestones, and ensure coherence between project outputs and national animal health security frameworks. They will review and validate progress and financial reports from IEs, provide updates to national authorities on project status, and ensure transparency and accountability in project execution. Additionally, the coordinator will convene stakeholder coordination platforms, facilitate access to communities and technical institutions, promote engagement of vulnerable populations, identify potential implementation risks, and escalate unresolved issues to national authorities as needed.
Required Qualifications:
Candidates must possess an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in agriculture, public health, public/private administration, project management, or other relevant fields. A minimum of five years of relevant experience in project or programme management, agricultural development, administrative activities, monitoring and evaluation, or finance is required. Additionally, candidates must have a working knowledge (level C) of English and be nationals of Grenada.
Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as agriculture, public health, public/private administration, or project management. The degree must be from an institution accredited or recognized in the World Higher Education Database (WHED), which is updated by the International Association of Universities (IAU) and UNESCO.
Experience:
Candidates should have a minimum of five years of relevant experience in areas such as project or programme management, agricultural development, or administrative processes. Experience in monitoring and evaluation or finance is also valuable. Demonstrated experience in managing large-scale donor-funded projects or programs is particularly important for this role.
Languages:
The mandatory language for this position is English, with a working knowledge (level C) required. Proficiency in additional languages may be considered an asset, although not explicitly stated as a requirement.
