In Liberia, OHCHR has been operational since 2018, collaborating with various stakeholders, including government ministries, civil society organizations, and youth-led groups, to enhance the country's human rights framework and promote active participation in human rights protection.

Job Overview:
The Human Rights Officer position is designed to engage with youth and empower them as agents of change in the promotion and protection of human rights within their communities. The role involves conducting research and analysis on human rights trends, particularly those affecting young people's rights and digital civic space. The officer will translate findings into accessible digital content to raise awareness and encourage informed engagement both online and offline. The position also entails monitoring and reporting on human rights issues, integrating a human rights perspective into various initiatives, and mainstreaming gender equality across all activities. The officer will be responsible for designing and implementing educational programs on human rights, including digital rights and civic participation, while fostering youth-led advocacy initiatives. This role is crucial in ensuring that young people are informed about their rights and responsibilities and can actively participate in democratic processes and governance.

Duties and Responsibilities:
The Human Rights Officer will undertake a variety of tasks, including: conducting research and analysis of human rights trends affecting youth; supporting the monitoring and reporting of human rights issues; contributing to the integration of human rights perspectives into political and social initiatives; mainstreaming gender equality in all activities; following up on human rights cases and disseminating information; assisting in the design and implementation of human rights education programs; representing the UN Human Rights Office in meetings with youth organizations; drafting reports and advocacy materials; and supporting initiatives that enhance youth leadership in digital rights and civic engagement. The officer will also be expected to carry out additional duties as assigned by the Country Representative or designated staff.

Required Qualifications:
Candidates for the Human Rights Officer position must possess a strong understanding of human rights principles and frameworks, particularly as they relate to youth and digital engagement. They should demonstrate excellent research and analytical skills, with the ability to translate complex findings into accessible formats. Strong communication skills, both written and verbal, are essential, as is the ability to engage effectively with diverse stakeholders, including youth organizations and community groups. The candidate should also have a commitment to gender equality and the rights of marginalized groups, with experience in advocacy and capacity-building initiatives. Proficiency in using digital platforms for advocacy and engagement is highly desirable.

Educational Background:
A relevant educational background is required for this position, typically including a degree in human rights, international relations, social sciences, or a related field. Advanced degrees or specialized training in human rights law, youth engagement, or digital rights would be advantageous. Candidates should also have a solid understanding of the socio-political context of Liberia and the challenges faced by youth in civic participation.

Experience:
The position requires candidates to have a minimum of 2-3 years of professional experience in human rights, social justice, or related fields. Experience working with youth organizations, particularly in advocacy and capacity-building roles, is highly valued. Familiarity with digital platforms and their use in promoting civic engagement and human rights is also essential. Previous experience in a UN or international organization is a plus, as is experience in Liberia or similar contexts.

Languages:
Fluency in English is mandatory for this position, as it is the working language of the UN in Liberia. Knowledge of local languages or dialects would be considered an asset, as it may enhance communication and engagement with local communities and youth organizations.

Additional Notes:
This position is a UN Volunteer role, which may have specific contract duration and conditions. The role is full-time and requires a commitment to the principles of the United Nations. The living conditions in Liberia, particularly in Monrovia, are generally safe, although petty crime can occur. UN staff and volunteers are required to adhere to security recommendations and use UN-approved accommodations. Access to healthcare facilities, including a UN clinic, is available for all UN staff.
