Job Overview:
The Resources Management Officer position is crucial for overseeing and coordinating the financial, human resources, procurement, logistics, and administrative functions of the Country Office. This role is under the overall supervision of the Head of Office and is responsible for ensuring effective resource management, budget monitoring, and compliance with organizational policies. The officer will facilitate operational support to ensure the successful implementation of various programs and projects. The position requires a proactive approach to financial management, including monitoring expenditures, preparing budgets, and ensuring that funds are disbursed in accordance with donor agreements. The officer will also play a key role in managing human resources functions and making recommendations on recruitment and personnel administration, ensuring adherence to HR policies and regulations. Additionally, the officer will oversee supply chain services and participate in UN meetings as required, contributing to the overall effectiveness and efficiency of the Country Office's operations.

Duties and Responsibilities:
The Resources Management Officer will have a comprehensive set of duties and responsibilities, including:
  • Overseeing financial management for all activities in the Country Office, including reviewing financial expenditures and ensuring accountability.
  • Facilitating treasury management by forecasting cash flows according to Country Office activities and its Sub-Offices.
  • Monitoring and controlling funds disbursed, ensuring compliance with donor agreements.
  • Preparing financial reviews of projects, overseeing budget control processes, and analyzing variances between budget and actual expenditures.
  • Assisting in the annual budget preparation for the Country Office and supporting the preparation of budgets for new projects and programs.
  • Maintaining and strengthening internal controls to safeguard the Organization’s assets and prevent fraud.
  • Reviewing payroll versus budgets and validating salary allocations to projects.
  • Drafting project and donor financial reports in accordance with IOM regulations.
  • Participating in the review of existing systems and procedures, recommending improvements to enhance internal monitoring and control systems. 1
  • Assisting in managing the Human Resources function and making recommendations on recruitment and personnel administration. 1
  • Overseeing supply chain services, including contracts with suppliers and management of the fleet of vehicles. 1
  • Participating in UN meetings such as the UN Operations Management Team (OMT) or ONE UN working groups when required. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant professional experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are considered advantageous. Additionally, candidates should have experience in financial administration, human resources, procurement, and logistics, as well as familiarity with Enterprise Resource Planning systems. Experience in emergency operations and monitoring and evaluation or audit is also beneficial.

Educational Background:
The educational background required for this position includes a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution. Candidates with a University degree in these fields must have four years of relevant professional experience. Accreditation of the educational institution must be verified through the UNESCO World Higher Education Database, ensuring that the candidate's qualifications meet international standards.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they possess a University degree. Experience should encompass all areas of financial administration, including financial management, accounting, and budgeting. Additionally, candidates should have experience in human resources, procurement, and logistics, as well as familiarity with using an Enterprise Resource Planning system. Experience in emergency operations and monitoring and evaluation or audit is considered an advantage, highlighting the need for a well-rounded background in resource management.

Languages:
Fluency in English is mandatory for all IOM staff members, both oral and written. Additionally, candidates should have at least a working knowledge of another language, which may include one of the six official UN languages or a language widely spoken in the country context. For this position, proficiency in another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.

Additional Notes:
The position is subject to international recruitment, and candidates are expected to be mobile. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
