Job Overview:
The position of National Consultant on Development of Simulation-Based Training Modules is focused on creating innovative training tools aimed at enhancing the skills of prospective migrant workers and government stakeholders in Kazakhstan. The consultant will develop two simulation-based training modules: one for prospective migrant workers that emphasizes safe migration, ethical recruitment, and online fraud prevention, and another for the Ministry of Internal Affairs that focuses on fraud typologies, cybercrime prevention, and victim identification. The consultant is expected to have hands-on experience in developing and delivering simulation-based training programs and will be responsible for leading the core technical tasks associated with the assignment, including research, instructional design, and module development. The ultimate goal is to equip participants with the necessary skills to identify and respond to online fraud and unethical recruitment practices through realistic simulations based on actual cases and fraud typologies shared by relevant stakeholders.
Duties and Responsibilities:
The consultant will undertake a comprehensive set of duties, including: conducting research and stakeholder consultations to review national legislation and policies related to labor migration and online fraud; developing a detailed simulation methodology that outlines participant engagement and learning objectives; creating a simulation-based training module for prospective migrant workers that covers topics such as safe labor migration, fraudulent online job advertisements, identity theft, and financial fraud; designing a specialized training module for the Ministry of Internal Affairs that addresses emerging fraud trends, victim identification, and ethical recruitment frameworks; developing interactive fraud scenarios based on real-life fraud typologies; organizing validation workshops to pilot selected simulation exercises; and finalizing all training products, including facilitator manuals and implementation guidance.
Required Qualifications:
The position requires a Master's degree from an accredited academic institution in fields such as Law, Criminology, Cybersecurity, Public Administration, Migration Studies, or related areas. Additionally, candidates must have at least five years of relevant professional experience in areas such as cybercrime prevention, fraud prevention, ethical recruitment, and migration governance. Proven experience in designing and developing simulation-based learning products and working directly with government institutions or international organizations is essential. A strong understanding of migration challenges and online fraud risks in Kazakhstan is considered a significant advantage.
Educational Background:
Candidates must possess a Master's degree from an accredited academic institution in relevant fields such as Law, Criminology, Cybersecurity, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security, Public Administration, Migration Studies, Social Sciences, Education, or Communications. This educational background is crucial for understanding the complexities of migration, cybercrime, and ethical recruitment practices.
Experience:
The consultant should have a minimum of five years of relevant professional experience in areas such as cybercrime prevention, fraud prevention, ethical recruitment, and migration governance. Experience working with law enforcement institutions, government agencies, international organizations, or donor-funded projects is highly desirable. The consultant must also demonstrate a strong understanding of migration challenges, online fraud risks, and migrant protection mechanisms, particularly within the context of Kazakhstan.
Languages:
The position requires proficiency in Kazakh and Russian as mandatory languages. Knowledge of English is considered desirable but not essential for the role.
Additional Notes:
The consultancy will involve a contract with a value determined based on the financial and technical proposal submitted by the selected consultant. All travel-related costs, accommodation, local transportation, and communications must be included within the consultant's proposed fee, as no separate Daily Subsistence Allowance (DSA) will be paid by IOM. The consultant will be responsible for their own medical insurance for non-occupational accidents or illnesses and must provide proof of coverage before commencing work. The appointment is subject to certification of medical fitness, residency or visa requirements, and security clearances. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
