Job Overview:
The CCCM/SMS Team Leader (TL) plays a pivotal role in leading, coaching, and managing a team of four CCCM/SMS Officers. This position requires providing strategic technical support to a partner organization involved in Shelter/SMC activities. The TL is responsible for overseeing operations across multiple regions, including Beirut, Mount Lebanon, the North, and Bekaa, ensuring that an integrated and protection-centered approach is maintained to address the diverse needs of all population groups, including host communities, refugees, and migrants. The TL will engage with local authorities and line ministries at the governorate level to facilitate smooth implementation of activities. Key responsibilities include work-planning, procurement tracking, and monitoring and evaluation (M&E) reporting to ensure timely delivery of activities within scope and against approved indicators. The TL is expected to spend at least 50% of their time in the field each month to monitor activity quality, provide on-the-job coaching for field staff, and conduct context and security" style="border-bottom: 1px dotted #007bff !important;">security assessments to ensure operational agility and safety for all team members.
Duties and Responsibilities:
The CCCM/SMS Team Leader will be responsible for a comprehensive set of duties, including but not limited to: ensuring collaborative and technical relationships with Shelter/SMC sectors and the migrant workers working group at both sub-national and national levels; providing technical supervision and quality assurance of SMC activities in collective sites supported by DRC; ensuring that care and maintenance needs of shelters are met through services and in-kind support in collaboration with DRC Protection and procurement teams; overseeing general project implementation, including progress on activities, budget allocation, and MEAL indicators; supporting field teams in Beirut, North, and Bekaa offices for smooth implementation; ensuring community-informed programming through regular field visits; leading the escalation of site-level issues to the national sectors; ensuring appropriate coordination and community engagement; representing DRC with various stakeholders; working with the IM team to ensure quality information sharing; supporting timely project implementation; ensuring tools for site monitoring are adapted to changing contexts; providing capacity building through coaching; ensuring community-led programming; and collaborating closely with Protection team leaders to mainstream protection in DRC’s activities.
Required Qualifications:
To qualify for this position, candidates must possess a diploma or bachelor's degree in civil engineering, architecture, sociology, anthropology, or another relevant field. Additionally, candidates should have at least 2 years of experience in SMC/CCCM and/or Shelter, along with at least 1 year of experience in community engagement. A robust understanding of the project management lifecycle is essential to support the rolling out of activities effectively. Candidates should also demonstrate good computer skills, particularly in MS Excel, and have experience working with Kobo and basic data analysis. Proficiency in English and Arabic is mandatory, while proficiency in French is considered desirable.
Educational Background:
Candidates are required to have a diploma or bachelor's degree in a relevant field such as civil engineering, architecture, sociology, or anthropology. This educational background is crucial for understanding the complexities of shelter management and community engagement in humanitarian contexts.
Experience:
The position requires a minimum of 2 years of experience in Shelter Management and Community Centered Management (CCCM) or related fields. Additionally, candidates should have at least 1 year of experience specifically focused on community engagement, which is vital for ensuring that the needs and voices of the affected populations are adequately represented and addressed in project planning and implementation.
Languages:
Proficiency in English and Arabic is mandatory for this position, as effective communication with diverse stakeholders is essential. Additionally, having professional working proficiency in French is considered a valuable asset, enhancing the candidate's ability to engage with a broader range of partners and communities.
