National Consultant - Capacity Development for Beitunia Emergency Shelter

Job Overview:
The National Consultant will play a crucial role in enhancing the capacity of Beitunia Emergency Shelter's staff and women social counsellors. The primary objective is to provide specialized training that enables these professionals to implement the shelter's Standard Operating Procedures (SoPs) effectively and manage cases of women associated with suicide attempts. The consultant will develop a tailored capacity-building training program that addresses the specific needs of the shelter's staff, focusing on gender-responsive and survivor-centered service provision. This position requires a deep understanding of the challenges faced by marginalized groups of women, including those who are users of drugs or sex workers, and the ability to provide training that enhances the staff's skills in managing these sensitive cases. The consultant will work closely with UN Women and other stakeholders to ensure that the training is aligned with the organization's goals and the needs of the community.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:

• Developing an inception report that outlines a detailed work plan, methodology, training approach, and timeline for the assignment.
• Designing a practical capacity-building training program tailored to the needs of the shelter's staff and social counsellors.
• Conducting meetings with UN Women’s technical team, the Ministry of Social Development (MoSD), and Beitunia Emergency Shelter representatives to discuss objectives and training needs.
• Creating training materials and conducting a six-day capacity-building training for the shelter’s staff and women social counsellors.
• Evaluating the training through pre- and post-training assessments and submitting a training report with findings and recommendations.
• Submitting a final narrative report detailing the assignment's achievements, methodology, lessons learned, and recommendations, along with relevant annexes.

Required Qualifications:
Candidates must possess a master's degree in social science, public health, gender, development, human rights, criminology, sociology, or a related discipline. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a strong understanding of international standards on human rights, gender justice, and women's rights, as well as proven experience in the field of protection and access to justice for women.

Educational Background:
A master's degree in a relevant field such as social science, public health, gender studies, development, human rights, criminology, or sociology is required. A first-level university degree may be accepted if accompanied by sufficient relevant experience.

Experience:
Candidates should have at least three years of working experience in the field of violence against women, protection, and women's rights. Experience in managing cases of women survivors of violence and delivering capacity-building training is essential. Familiarity with the UN system or international organizations, as well as experience working with the Ministry of Social Development or the justice system, is desirable.

Languages:
Fluency in Arabic is mandatory, and a working knowledge of English is required. Proficiency in both languages will facilitate effective communication and training delivery.

Additional Notes:
This consultancy is home-based with frequent field visits to partner institutions in the West Bank, Palestine. The consultant will report to the UN Women Rule of Law and Protection Specialist and will be supported by other team members.
