Job Overview: The Programme Policy Officer - Strategic Coordination and Emergency will play a crucial role in supporting the Regional Director’s Office (RDO) in Nairobi, Kenya. This position involves providing strategic guidance and support to 21 Country Offices across Eastern and Southern Africa. The incumbent will be responsible for synthesizing operational data and contextual analysis to inform decision-making processes, ensuring that the RDO engages effectively with Country Offices, Headquarters, and regional partners. The role requires a proactive approach to emergency preparedness and response, ensuring that WFP's operations are well-coordinated and responsive to the needs of affected populations. The officer will also contribute to the development of strategic insights and recommendations for senior management, enhancing the overall effectiveness of WFP's humanitarian efforts in the region.
Duties and Responsibilities:
Strategic Analysis, Engagement and Cross-Functional Coordination: Promote data-informed decision-making by synthesizing operational data and expert inputs into actionable recommendations for WFP operations. Support the Deputy Regional Director in coordinating cross-functional efforts and translating emerging information into strategic insights. Facilitate internal and external coordination processes related to regional priorities, ensuring effective engagement with stakeholders.
Emergency Preparedness & Response (EPR) Backstopping and Support: Provide dedicated support on priority EPR issues, ensuring seamless coordination with Global Headquarters. Assist in emergency coordination at regional and Country Office levels, tracking issues and preparing for coordination meetings. Maintain situational awareness of emergencies and support the flow of information between field teams and headquarters.
Additional Tasks: Carry out any other tasks as assigned by the Regional Director or Deputy Regional Director, contributing to the overall mission of WFP in the region.
Required Qualifications: Candidates must possess strong analytical, communication, and partnership skills, with the ability to synthesize complex information into concise written products. A sound theoretical understanding of international humanitarian and development concepts is essential, along with familiarity with UN policies and WFP emergency operations. Flexibility and a willingness to travel for extended periods are also required.
Educational Background: An advanced university degree in International Relations, International Development, Political or Social Sciences, or other relevant fields is required for this position. This educational background is crucial for understanding the complexities of humanitarian operations and policy development.
Experience: A minimum of 6 years of progressively responsible professional experience in a relevant field is required, including at least 2 years of field experience in emergency operations. Candidates should have knowledge of the international humanitarian response architecture and experience in strategy development, policy work, and program management.
Languages: Fluency in English (level C) is essential for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
