The Human Resources Specialist position is crucial for ensuring the smooth operation of daily HR activities across the entire country program. The role encompasses various HR functions, including recruitment, employment relations, performance management, HR reporting, and office administration. The specialist will ensure that DRC's policies and national labor laws are consistently applied while maintaining high-quality HR standards. Duties and Responsibilities:
The Human Resources Specialist will be responsible for a variety of tasks, including but not limited to: initiating and preparing the national employee payroll, ensuring timely processing of payroll adjustments, managing employee grievances related to salaries, supporting the recruitment process by participating in interviews and salary negotiations, reviewing offer letters and employment contracts, maintaining accurate data in the Dynamics system, managing performance counseling and employee grievances, coordinating training activities, overseeing the onboarding process for new hires, guiding staff on leave management, ensuring HR security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security, acting as a backup for the Country HR/Administration Manager, supporting HR-related due diligence assessments of national partners, and ensuring compliance with DRC's minimum standards and donor requirements. The specialist will also be responsible for maintaining HR trackers and assisting in drafting HR reports.
Required Qualifications:
Candidates must possess at least three years of experience in a busy HR department, preferably within an international non-governmental organization (INGO) setting. They should demonstrate excellent levels of confidentiality and professionalism, possess strong knowledge of national labor law and HR compliance requirements, and have a commitment to accountable practices. The ability to manage large workloads, prioritize tasks, and work under pressure is essential. Candidates should also exhibit proactive behavior, stability, and teamwork skills, along with excellent communication and interpersonal skills to establish effective working relationships at all levels.
Educational Background:
The position requires a Bachelor's degree in Social Sciences, Business Administration, Humanities, or a related field. A Master's degree is considered an added advantage. Candidates must also demonstrate proficiency in MS Office applications and possess excellent communication skills in both English and Arabic, both written and oral.
Experience:
The ideal candidate should have a minimum of three years of relevant experience in human resources, particularly in a busy HR department within an INGO context. This experience should include a strong understanding of HR practices, labor laws, and compliance requirements, as well as the ability to manage various HR functions effectively.
Languages:
Fluency in both English and Arabic is mandatory for this position. Candidates should possess strong communication skills in both languages, enabling them to interact effectively with diverse stakeholders and ensure clear understanding of HR policies and procedures.
Additional Notes:
The contract for this position is for six months, with the possibility of extension based on performance and available funding. The role is classified as non-management at level G.2, and the expected start date is as soon as possible.
