Job Overview: As a Financial Coordinator with MSF, you will play a crucial role in overseeing the financial management of all MSF projects within the Democratic Republic of the Congo. Your primary responsibilities will encompass budget management, project planning support, financial and payroll administration, budgetary control, and cash-flow management. You will be instrumental in developing and implementing administrative and financial procedures that align with MSF's mission. This position requires close collaboration with the finance team at MSF headquarters and project teams in the country of assignment. You will be tasked with preparing financial proposals and reports for institutional donors and ensuring compliance with both internal policies and local legal requirements. Additionally, you will supervise both locally and internationally recruited administrative staff, providing them with the necessary guidance and tools to perform their duties effectively. As a member of the country management team, you will represent MSF in financial and administrative matters, working alongside national authorities and other NGOs on relevant issues. Your role will also involve regular visits to project locations to monitor financial practices, support field teams, and ensure consistency and transparency across all sites. Duties and Responsibilities:
Oversee the overall financial management of MSF projects in the Democratic Republic of the Congo, ensuring compliance with internal policies and local legal requirements.
Manage budget preparation, monitoring, and reporting for all projects, ensuring that financial resources are allocated effectively.
Provide financial and payroll administration support, including the management of cash flows and financial reporting.
Develop and implement administrative and financial procedures to support the mission's objectives.
Prepare financial proposals and reports for institutional donors and MSF headquarters.
Supervise and train locally and internationally recruited administrative staff, ensuring they have the necessary tools and guidance to perform their roles effectively.
Represent MSF in financial and administrative matters, collaborating with national authorities and other NGOs.
Conduct regular visits to project locations to monitor financial practices and support field teams.
Ensure consistency and transparency in financial management across all project sites. 1
Facilitate the rapid scale-up of emergency operations by ensuring that funds are available and managed responsibly.
Required Qualifications:
Education and experience in financial administration, including accounting and reporting, as well as financial management, particularly in planning and budget control.
A minimum of two years of relevant experience in a similar role, demonstrating a solid understanding of financial processes.
Familiarity with human resources management and the ability to work as part of a senior management team.
Proven experience in managing staff within a multicultural team, including supervision and training responsibilities.
Fluency in English and French, with a minimum level of B2 in both languages.
Relevant travel or work experience in contexts similar to those where MSF operates, such as armed conflicts, natural disasters, or public health emergencies.
Proficiency in Microsoft Office and various accounting software.
Educational Background: A degree in finance, accounting, business administration, or a related field is required. Additional certifications in financial management or accounting are considered an asset.
Experience: Candidates should have a minimum of two years of relevant experience in financial administration and management, particularly in roles that involve budget control and financial reporting. Experience in humanitarian contexts or with NGOs is highly valued.
Languages: Fluency in English and French is mandatory, with a minimum level of B2 in both languages. Knowledge of additional languages such as Spanish, Arabic, or Portuguese is considered an asset but is not required.
Additional Notes: The position is expected to last between 9 to 12 months. It is a full-time role, and candidates should be prepared for potential travel within the country to various project locations.
