Job Overview:
The National Agriculture and Value Chain Specialist will play a crucial role in the implementation of the project titled 'Enabling Sustainable Production Landscapes in Eastern Highlands and Western Highlands Provinces for Biodiversity, Human Livelihoods and Well-being.' This project, funded by the Global Environment Facility (GEF-7), aims to conserve biodiversity while promoting sustainable livelihoods in Papua New Guinea. The specialist will provide technical leadership in sustainable agriculture, agribusiness planning, and value chain development, ensuring that interventions align with both livelihood improvement and biodiversity conservation objectives. The role involves engaging with local communities, stakeholders, and partners to enhance market access and develop sustainable agricultural practices that are gender-sensitive and climate-resilient. The specialist will also be responsible for conducting assessments, facilitating training, and supporting the development of viable small-scale enterprises, thereby contributing to the overall goals of the project.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of tasks including assessing agricultural practices in the Eastern Highlands and Western Highlands, reviewing lessons learned on farming systems, and conducting value chain analyses. They will prepare concept notes on sustainable livelihood initiatives, support the engagement of partners, and monitor deliverables related to sustainable livelihoods. The specialist will facilitate stakeholder consultations, coordinate training sessions, and identify gaps within value chains to develop actionable improvement plans. They will conduct comprehensive value chain analyses, engage with local stakeholders, and build the capacity of partner organizations to deliver extension services. Additionally, the specialist will support agripreneurs in developing grant proposals and ensure timely planning and implementation of project outputs.

Required Qualifications:
Candidates must possess a university degree (Bachelor's or higher) in Agriculture, Agribusiness, Agricultural Economics, Value Chain Development, or a closely related field. A minimum of seven years of relevant professional experience is required, with at least five years in capacity building and training delivery specifically in Papua New Guinea. The candidate must demonstrate a proven track record in implementing projects related to agriculture and value chain development. Furthermore, a working knowledge of English and Tok Pisin is mandatory, and candidates must be nationals of Papua New Guinea.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Agriculture, Agribusiness, Agricultural Economics, or Value Chain Development. Higher educational qualifications must be obtained from institutions accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of seven years of relevant professional experience, with a strong emphasis on practical experience in agriculture, agribusiness, and value chain development. Candidates should have a proven track record of implementing projects that address a broad range of issues in these fields, particularly in the context of Papua New Guinea. Experience in capacity building and training delivery is essential, with a minimum of five years specifically in this area.

Languages:
A working knowledge of English is mandatory, as well as proficiency in Tok Pisin, which is the official national language of Papua New Guinea. Knowledge of additional languages may be considered an asset but is not required.
