Job Overview:
The consultancy aims to provide technical expertise to support the development and operationalization of WHO's capital investment prioritization framework for the Ukrainian health sector. The consultant will work under the guidance of the Health Financing National Professional Officer (NPO) and collaborate with both Senior International and National Consultants. The role involves developing analytical methodologies, investment prioritization approaches, appraisal frameworks, business requirements, and data integration mechanisms that facilitate evidence-informed capital investment decision-making. Given the ongoing challenges in Ukraine's health system due to the Russian invasion, this consultancy is crucial for rebuilding health infrastructure and aligning capital investments with long-term health system transformation goals. The consultant will also engage with various stakeholders, including government institutions and international partners, to enhance governance and transparency in health sector investments.
Duties and Responsibilities:
The consultant will be responsible for conducting analytical reviews of international best practices and methodologies related to health sector capital investment planning. They will develop technical methodologies, analytical frameworks, indicators, benchmarks, and assessment criteria to support health sector capital investment planning and prioritization. The consultant will design technical approaches for health service needs assessment, provider capacity analysis, investment appraisal, lifecycle costing, recurrent affordability, and portfolio analysis. They will also define business requirements for the Health Capital Investment Management System, ensuring data integration and interoperability. The consultant will collaborate with WHO experts and development partners to translate methodologies into practical decision-support tools, support pilot testing, and prepare technical documentation and reports to facilitate implementation and capacity building.
Required Qualifications:
Candidates must possess strong analytical and quantitative skills, with an excellent understanding of health financing and hospital network planning. They should have experience in developing indicators and analytical methodologies, as well as translating technical requirements into digital or analytical tools. Excellent report writing and presentation skills are essential. Familiarity with EU public investment management approaches and knowledge of health infrastructure planning are desirable. Experience with economic appraisal methodologies and health information systems is also beneficial.
Educational Background:
An advanced university degree (Master's or higher) in health economics, economics, public finance, public policy, health policy, public administration, or a related discipline is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical and practical knowledge to effectively contribute to the capital investment planning framework.
Experience:
Candidates must have at least 10 years of professional experience in health economics, health financing, health infrastructure planning, health systems analysis, or public investment management. Demonstrated experience in supporting hospital network transformation, health service planning, or capital investment planning is crucial. Additionally, experience in developing analytical frameworks, methodologies, or decision-support tools, as well as working with governments or international organizations, is essential. Desirable experience includes working with WHO, the World Bank, EIB, EU, or other international organizations, particularly in health sector recovery or reconstruction programs.
Languages:
Expert knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the stakeholders involved in the consultancy.
Additional Notes:
The consultancy is remote, with the expectation of undertaking 1-2 missions to Ukraine, depending on the security" style="border-bottom: 1px dotted #007bff !important;">security situation. The contract has a total value of USD 55,000, with a daily rate of USD 500 for a total of 110 days. The expected duration of the contract is from 1 September 2026 to 1 August 2027, totaling 11 months. Candidates should be aware that WHO's contracts are conditional on confirming vaccination status as required by WHO before undertaking any assignment.
