Job Overview:
The National Individual Consultant - Communications Consultant will play a crucial role in supporting UNFPA Libya's communication strategies. The consultant will be responsible for developing and implementing a communications workplan that aligns with UNFPA's programmatic priorities. This includes producing bilingual communications products that effectively convey results in areas such as sexual and reproductive health, gender-based violence prevention, and humanitarian action. The consultant will also enhance UNFPA's digital presence and media engagement, ensuring that all communications uphold principles of dignity, confidentiality, and conflict sensitivity. The position requires a full-time commitment, with field travel across Libya as necessary, and aims to strengthen UNFPA's visibility and strategic positioning within the country.
Duties and Responsibilities:
The consultant's duties will include strategic communications planning, editorial content creation, digital communications management, media relations, and asset management. Specific responsibilities involve preparing and updating the Country Office communications plan, drafting high-quality materials in both Arabic and English, managing social media and website content, developing relationships with media and communications partners, and providing photography and videography for UNFPA events. The consultant will also monitor and report on communications effectiveness, ensuring that all outputs align with UNFPA's standards and objectives. Regular collaboration with UNFPA staff and external stakeholders will be essential to achieve the desired outcomes.
Required Qualifications:
Candidates must possess a first-level university degree in communications, journalism, public information, or a related field. An advanced degree is considered a strong asset. Additionally, a minimum of two years of relevant professional experience in communications, public information, or digital media is required. Proven bilingual writing and editing skills in Arabic and English, along with experience in producing high-quality communications materials, are essential. Familiarity with the Libyan context and experience with UN or international organizations are advantageous but not mandatory. Strong organizational skills, attention to detail, and the ability to manage competing priorities in a fast-paced environment are also necessary.
Educational Background:
A first-level university degree in communications, journalism, public information, media studies, digital communications, political science, international relations, or a related field is required. An advanced university degree in a communications-related field is a strong asset, enhancing the candidate's qualifications for the role.
Experience:
The position requires a minimum of two years of relevant professional experience at the national or international level in communications, public information, journalism, digital media, or multimedia production. Candidates should demonstrate a track record of producing high-quality communications materials for various audiences and formats, including web, social media, and print. Experience managing social media channels and digital campaigns is also essential.
Languages:
Fluency in Arabic and English, both written and spoken, is mandatory. Candidates must be able to draft clear and accurate public communications in both languages, ensuring that messaging is appropriate for the target audience.
Additional Notes:
The consultancy is expected to last for four months, subject to funding and satisfactory performance. The consultant will work full-time, with an equivalent of 21.75 working days per month, based in the UNFPA Country Office in Tripoli. Payments will be made monthly upon satisfactory completion of agreed outputs and performance reports.
