Job Overview:
The Communications Officer will play a crucial role in the planning and implementation of communications and visibility activities for the IOM Sub-Office in Palau. This position requires close collaboration with the Head of Sub-Office in Palau and the Communications Officer in Pohnpei, FSM. The officer will contribute to the development of a communications plan that aligns with the overall communication strategy for IOM North Pacific. The role involves drafting and editing various public information products, including press releases, web content, and briefing materials, ensuring that all communications are accurate, consistent, and strategically aligned. The Communications Officer will also monitor and analyze the impact of external communications and provide recommendations to enhance outreach efforts. Additionally, the officer will support capacity building for IOM staff in communications activities, focusing on data protection and compliance with IOM and donor visibility guidelines. This position may also involve travel to project sites as required.
Duties and Responsibilities:
The Communications Officer will be responsible for a wide range of duties, including but not limited to: developing and implementing the communications plan for IOM in Palau; supporting the Head of Sub-Office in devising and implementing project communications and visibility plans; drafting, editing, and coordinating the production of press releases, web content, and other public information products; monitoring and analyzing external communications impact; providing recommendations for outreach improvements; conducting training and mentoring for IOM staff on communications activities; coordinating media responses and liaising with media counterparts; participating in UN Communications Groups and relevant interagency media working groups; developing visibility materials that comply with IOM brand guidelines; ensuring gender awareness and cultural sensitivity in communications; and performing other relevant duties as assigned.
Required Qualifications:
Candidates must possess a Master’s degree in Journalism, Media Communications, Public Information, International Relations, or a related field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a Bachelor’s degree in the same fields with four years of relevant professional experience is acceptable. Experience in digital content creation, including photography, videography, graphic design, and editing is required. Candidates should also have experience in international journalism, particularly in covering international organizations, and work experience in the Pacific region is considered an advantage. Excellent drafting, editing, graphic design, and video production skills are essential, along with demonstrated photojournalism skills and an understanding of social media platforms.
Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Journalism, Media Communications, Public Information, or International Relations from an accredited institution. Accredited universities are those listed in the UNESCO World Higher Education Database. A Bachelor’s degree in the same fields is also acceptable if accompanied by sufficient professional experience.
Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they hold a Bachelor’s degree. Experience in digital content creation, international journalism, and familiarity with the Pacific region is highly valued. Candidates should demonstrate a strong ability to manage day-to-day communications and visibility activities effectively while contributing to strategic communications planning.
Languages:
Fluency in English is mandatory for all IOM staff members, both oral and written. Additionally, a working knowledge of another language, particularly one of the six official UN languages or a language widely spoken in the country context, is desirable. For this position, proficiency in another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes:
The position is internationally recruited, and candidates are expected to be mobile. The appointment is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
