Job Overview:
The consultancy aims to provide senior strategic and technical leadership to the WHO Ukraine Health Financing Unit, focusing on enhancing governance, strategic planning, and institutionalizing capital investments for health sector recovery in Ukraine. The consultant will be responsible for offering high-level policy advice, developing strategic frameworks, and ensuring alignment of WHO's technical work with broader health system reforms and recovery priorities. This role is critical in addressing the unprecedented challenges faced by Ukraine's health system due to the ongoing conflict, which has resulted in significant damage to health infrastructure and constrained public resources. The consultant will engage with national and international partners to support policy dialogue and ensure effective capital investment planning that aligns with the Health Strategy 2030.
Duties and Responsibilities:
The consultant will conduct analytical reviews of capital investment policies and governance arrangements, lead the development of strategic frameworks and policy papers, and provide strategic advice on governance and prioritization of capital investments. Responsibilities include supporting technical consultations, policy dialogue, and partner coordination, as well as contributing to WHO publications and preparing presentations for various audiences. The consultant will also provide strategic oversight for the development of the Health Sector Investment Strategy and Medium-Term Investment Framework, ensuring coherence across WHO's program of work on capital investment planning and recovery. Additionally, the consultant will engage in high-level policy dialogue with the Ministry of Health, international financial institutions, and development partners, ensuring that capital investment planning supports health system recovery and long-term sustainability.
Required Qualifications:
Candidates must possess an advanced university degree (Master's or higher) in health economics, public finance, public policy, health policy, public administration, or a related discipline. Essential qualifications include at least 10 years of international experience in health financing, public investment management, health economics, or health systems strengthening. Demonstrated experience in advising governments on health financing reforms and capital investment planning is crucial. Candidates should also have experience in preparing analytical reports and policy papers, with desirable experience working with WHO or other international financial institutions, particularly in post-conflict health system recovery.
Educational Background:
An advanced university degree (Master's or higher) in relevant fields such as health economics, public finance, public policy, health policy, or public administration is essential for this position. This educational background is critical for understanding the complexities of health financing and governance in the context of capital investments for health sector recovery.
Experience:
The position requires a minimum of 10 years of international experience in areas such as health financing, public investment management, health economics, or health systems strengthening. Candidates should have a proven track record of advising governments on health financing reforms and capital investment planning, as well as experience in preparing analytical reports and policy papers. Desirable experience includes working with WHO, the World Bank, or other international financial institutions, particularly in contexts of post-conflict or post-disaster health system recovery.
Languages:
Expert knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of engaging with diverse stakeholders in the health sector.

- The consultant will be compensated at a daily rate of 625 USD for a total of 110 days, amounting to a contract total value of 68,750 USD. The consultant is expected to undertake 1-2 missions to Ukraine, subject to the security" style="border-bottom: 1px dotted #007bff !important;">security situation.
