Job Overview:
The National Individual Consultant - Reproductive Health Consultant will play a crucial role in supporting the UNFPA Libya Country Office in planning and implementing high-quality reproductive health programs. The consultant will work under the supervision of the International Programme Coordinator and collaborate with the Programme Team and Field Coordinators. The primary objective is to ensure the delivery of effective reproductive health services, particularly in humanitarian contexts. This includes providing technical support to strengthen national health systems, managing partnerships with government and civil society, and advocating for resource mobilization for reproductive health initiatives. The consultant will also be responsible for data-driven decision-making and ensuring that evidence informs policy and programming.
Duties and Responsibilities:
The consultant will undertake various functions, including providing technical leadership and capacity strengthening for reproductive health services, supporting policy dialogue with key stakeholders, and managing strategic partnerships. Specific duties include:
Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in Public Health, Medicine, Health Systems Management, or a related health science field. Additionally, a minimum of 2 years of progressively responsible professional experience in public health policy, planning, and management is required, with a specific focus on reproductive health or maternal and child health. Candidates should demonstrate experience in providing high-level policy advice and technical assistance to government ministries and have substantive expertise in areas such as maternal mortality reduction and family planning. Familiarity with Libya's health sector and experience in culturally sensitive programming are also essential.
Educational Background:
An advanced university degree (Master's or equivalent) in a relevant field such as Public Health, Medicine, or Health Systems Management is required for this position. This educational background is crucial for understanding the complexities of reproductive health and the health systems in which these services are delivered.
Experience:
Candidates should have at least 2 years of progressively responsible professional experience in public health policy, planning, and management, specifically focusing on reproductive health or maternal and child health. Experience in providing technical assistance to government ministries and understanding the political and social landscape of Libya's health sector is highly desirable. Field experience in integrating reproductive health issues in humanitarian and development programs is also a strong asset.
Languages:
Fluency in Arabic and English, both written and spoken, is required for this position. This bilingual proficiency is essential for effective communication with stakeholders and for the successful implementation of reproductive health programs in Libya.
Additional Notes:
The consultancy is expected to last for four months, subject to funding, operational needs, and satisfactory performance. The consultant will work full-time, with an equivalent level of effort of 21.75 days per month, based in the UNFPA Country Office in Tripoli, Libya. Field travel may be required to various regions within Libya, including eastern, southern, and western areas, depending on security" style="border-bottom: 1px dotted #007bff !important;">security and operational clearances. The consultant will receive a monthly payment upon satisfactory completion of agreed outputs and performance reports.

- Promoting the health of women and young people and integrating human rights frameworks into national policies.
- Representing UNFPA in inter-agency coordination platforms and ensuring reproductive health is prioritized in strategic interventions.
- Providing technical leadership for emergency preparedness and response, ensuring the integration of reproductive health services in crisis situations.
- Supporting knowledge management and evidence generation to inform policy and programming decisions.
- Completing any other tasks as assigned by the supervisor.
