Job Overview:
The Communications Officer will play a crucial role in supporting the implementation of communications and visibility activities for IOM’s reconstruction, resilience, and climate adaptation programmes in the Federated States of Micronesia (FSM). This position involves producing high-quality communications content and visibility products that effectively showcase programme achievements and community impact. The officer will work under the supervision of the Chief of Mission and the Programme Support Unit Coordinator, collaborating closely with the Head of Sub-Office in Chuuk and project teams. The role requires the development and implementation of communications plans to enhance public understanding of IOM’s work in the North Pacific, identifying communications opportunities, and producing various public information materials. The successful candidate will also create multimedia content, draft and disseminate information materials, support visibility for programme activities, and maintain relationships with local media and stakeholders.

Duties and Responsibilities:
The Communications Officer will be responsible for a wide range of duties, including:

• Developing and implementing communications plans for reconstruction and resilience projects in Chuuk.
• Identifying communications opportunities and producing high-quality public information materials such as human-interest stories, press releases, social media posts, and articles.
• Creating multimedia content, including videos, photographs, graphics, and GIFs, and managing all stages of production.
• Drafting, editing, and disseminating timely information materials like fact sheets and project briefs.
• Supporting the development of visibility materials for the mission, ensuring compliance with IOM and donor branding.
• Providing communications support for programme activities and public events, ensuring appropriate visibility and media coverage.
• Offering technical assistance on communications-related tools and systems.
• Contributing to the development of key messaging and crisis communications products.
• Establishing and maintaining relationships with local media and stakeholders. 1
• Monitoring local media and providing updates to support communications planning. 1
• Researching emerging communications trends and contributing suggestions for outreach activities. 1
• Performing other relevant duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Journalism, Media Communications, Public Information, International Relations, or a related field from an accredited institution. Alternatively, a Bachelor’s degree in the above fields with two years of relevant professional experience is acceptable. The organization recognizes accredited universities listed in the UNESCO World Higher Education Database as valid educational institutions.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Journalism, Media Communications, Public Information, or International Relations. A Bachelor’s degree in these fields is also acceptable if accompanied by two years of relevant professional experience. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
Candidates should have experience in digital content creation, including photography, videography, video postproduction, and graphic design. Experience in producing communications or public information content for humanitarian, development, governmental, or international organizations is essential. Additionally, work experience in the Pacific region is considered an advantage, as it provides context and understanding of the local environment and challenges.

Languages:
Fluency in English is required for this position, both oral and written. All IOM staff members must be fluent in one of the IOM's official languages, which include English, French, and Spanish. A working knowledge of another language, particularly one of the six official UN languages or a language widely spoken in the country context, is desirable. For this position, proficiency in another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage, and language proficiency will be evaluated during the selection process.

The position is internationally recruited, and candidates are required to be mobile. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
