Job Overview:
As a Human Resources Coordinator at MSF, you will play a pivotal role in managing human resources across various projects within the Democratic Republic of the Congo. Your primary responsibilities will include advising on HR-related matters, building relationships with external partners, and managing HR staff as part of the senior management team. You will be tasked with developing and implementing HR policies that align with MSF's mission and operational needs. This position requires a proactive approach to ensure that staffing needs are met across all projects, while also providing support for staff development and ensuring compliance with local labor laws. You will be expected to regularly visit project sites to oversee HR operations and ensure that MSF's standards are upheld in all aspects of human resource management.

Duties and Responsibilities:
  • Develop and implement HR policies and procedures for all MSF projects in the Democratic Republic of the Congo.
  • Collaborate with HR teams at both the national office and project levels to address staffing needs.
  • Provide guidance on HR-related matters, including recruitment, training, and staff development.
  • Manage, train, and supervise locally recruited HR staff, ensuring they are equipped to meet the demands of their roles.
  • Represent MSF in discussions with national authorities and other NGOs regarding HR issues.
  • Ensure compliance with local labor laws and MSF policies.
  • Participate in the project management team, contributing to project planning and execution.
  • Conduct regular visits to project sites to monitor HR operations and provide support as needed.
  • Foster a positive work environment that promotes teamwork and cooperation among staff.

Required Qualifications:
  • Relevant degree or diploma in Human Resources Management or Administration.
  • Minimum of two years of relevant experience in a senior HR role, such as HR Director or HR Manager.
  • Proven practical experience in HR management, including the development of HR policies and principles.
  • Ability to navigate and function within different legal environments.
  • Demonstrated capability to work as part of a senior management team, including responsibilities related to project planning.
  • Experience in managing staff within a multicultural team, including supervision and training.

Educational Background:
Candidates must possess a relevant degree or diploma in Human Resources Management or Administration. This educational background is essential to ensure a solid understanding of HR principles and practices, which are critical for the effective management of human resources in a complex humanitarian context.

Experience:
The position requires a minimum of two years of relevant experience in a senior HR role, such as HR Director or HR Manager. Candidates should have proven practical experience in HR management, particularly in developing HR policies and navigating various legal environments. Experience in managing staff in a multicultural setting is also essential, as the role involves supervision and training of HR personnel.

Languages:
Fluency in English and French is mandatory, with a minimum level of B2 in both languages. Candidates should be able to communicate effectively in both languages, as they will be required to interact with diverse stakeholders. Additional languages such as Spanish, Arabic, and Portuguese are valued but not required, providing an advantage in certain contexts.

Additional Notes:
The position is expected to last between nine to twelve months, and candidates should be available for the entire duration. This role is full-time and requires a commitment to MSF's principles and values.
