In Morocco, ONU Femmes supports the acceleration of gender equality and women's rights, particularly through its regional program 'Dare to Care' launched in October 2023, which aims to transform patriarchal social norms and masculinities in four priority countries: Morocco, Egypt, Jordan, and Tunisia. The program is funded by the Swedish International Development Cooperation Agency (Sida) and emphasizes the mobilization of youth to challenge discriminatory norms and stereotypes that hinder women's participation in paid employment and public life.
Job Overview:
The selected consultant will work under the supervision of the Programme Management Specialist at the ONU Femmes Morocco office, supported by the HR focal point for contract and payment matters. The consultant's primary role is to contextualize training tools on masculinities and social norms for Morocco, which have been developed for implementation across the region. This involves adapting existing training modules to ensure they are culturally relevant and effective for the target audience, particularly youth. The consultant will also conduct capacity-building sessions for officials from the Ministry of Youth, Culture, and Communication (MJCC) to empower them to implement these methodologies in their work with young people. The overall goal is to facilitate the integration of gender-sensitive approaches in the ministry's activities and enhance the understanding of gender norms among participants.

Required Qualifications:
Educational Background:
A Master's degree in social sciences, human rights, gender studies, international development, or a related field is required. Alternatively, a bachelor's degree with two additional years of relevant experience may be accepted.
Experience:
The position requires a minimum of 5 years of relevant experience, particularly in adult education and training. Candidates should have a proven track record in developing educational materials and promoting gender equality initiatives.
Languages:
Fluency in Arabic and French is mandatory. Knowledge of English is considered an asset, enhancing the candidate's ability to engage with a broader audience and resources.
Additional Notes:
This is a home-based consultancy position that requires two official trips to the Rabat-Salé-Kénitra region. The consultant will work under the supervision of the Programme Management Specialist and will be supported by the HR focal point for contract and payment matters. The position emphasizes the importance of gender sensitivity and the ability to work collaboratively with various stakeholders, including government officials and civil society organizations.

Duties and Responsibilities:
- Contextual Analysis: Conduct a brief documentary review of existing institutional initiatives and public policies in Morocco related to gender social norms and masculinities, particularly in the youth sector. Identify potential convergences and necessary adaptations of existing training tools on masculinities and social norms.
- Contextualization of Training Tools: Adapt regional training modules (language, cultural references, practical examples, methodologies, data) in consultation with ONU Femmes and MJCC teams. Ensure the integration of participatory, gender-sensitive approaches tailored to youth. Develop a comprehensive electronic training kit in Arabic, including: - A detailed facilitation guide for each module (objectives, duration, required materials, process); - A glossary of concepts related to gender social norms and masculinities; - Interactive, practical exercises designed specifically for a youth audience in Morocco; - Pre- and post-training questionnaires provided by ONU Femmes.
- Capacity Building: Prepare and facilitate two in-person training sessions (two days each) in Arabic for MJCC officials in the Rabat region. Develop an evaluation report of the training sessions, including: - An analysis of participation and understanding of content, including evaluation questionnaire responses; - Identification of additional training needs; - Recommendations for broader deployment of the training program among youth.
- Coordination and Validation: Participate in coordination meetings with ONU Femmes and MJCC. Incorporate feedback from partners and ONU Femmes during the validation stages of contextualized tools and training modules. The consultant will work remotely but will also need to travel to the Rabat-Salé-Kénitra region for official duties.
Required Qualifications:
- Education and Certification: A Master's degree in social and human sciences, human rights, gender, international development, or equivalent. A bachelor's degree combined with two additional years of qualifying experience may be accepted in lieu of a higher degree.
- Experience: At least 5 years of experience in teaching and/or adult training is required. Experience in developing educational content (knowledge products, toolkits, or practical guides) is required. Experience in promoting gender equality and/or gender-sensitive masculinities and engaging men and boys is an asset.
