Job Overview:
The Coordination and Technical Support Consultant will be responsible for supporting the African Ministerial Conference on the Environment (AMCEN) Secretariat in its mandate to enhance coordination of its programmes, activities, partnerships, and technical processes. The consultant will work under the direct supervision of the Regional Director for the Regional Office for Africa (ROA) and will be tasked with providing programme coordination, technical assistance, and stakeholder engagement. The overall objective of this consultancy is to ensure effective preparation, coordination, and follow-up of AMCEN activities, including ministerial sessions and Bureau meetings, as well as the implementation of AMCEN decisions. The consultant will be expected to produce various technical documents, meeting documentation, and progress reports, contributing to the overall effectiveness of UNEP's work in Africa.

Duties and Responsibilities:
The incumbent will perform a range of duties including:
  • Preparing the Inception report and work plan within two weeks of starting the consultancy.
  • Drafting technical documents such as briefs, reports, and policy notes that are essential for the functioning of AMCEN.
  • Preparing meeting documentation, which includes creating agendas, summarizing discussions, and outlining outcomes from meetings.
  • Compiling monthly progress reports to track the advancement of AMCEN initiatives and activities.
  • Preparing a Final report that summarizes outputs and recommendations based on the consultancy's findings and contributions. These responsibilities are critical for ensuring that AMCEN can effectively address environmental issues and implement its decisions.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as Law, Economics, International Relations, Engineering, or related disciplines. Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, successful completion of both degree and non-degree programs in data analytics or data science is desirable, indicating a strong analytical capability that is beneficial for the role.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as Law, Economics, International Relations, or Engineering. A first-level university degree may be accepted if accompanied by sufficient relevant experience. The emphasis on data analytics or data science programs suggests that candidates should have a solid foundation in analytical skills, which are crucial for drafting technical documents and reports.

Experience:
A minimum of five years of progressive experience in environmental policy development and associated natural resource and ecosystem management is required. Candidates should have a proven track record of working in similar roles, particularly within international organizations or governmental bodies focused on environmental management.

Languages:
Fluency in oral and written English is mandatory for this position, as it is the primary language of communication within UNEP.
