Job Overview:
The position of Expert on Protection Against Harassment at the Workplace is crucial for the capacity development of the Election Commission of Pakistan’s (ECP) Anti-Harassment Committees. The consultant will be responsible for providing expert guidance and support to enhance the effectiveness of these committees in addressing and preventing harassment in the workplace. This role involves assessing current policies, developing training materials, and facilitating workshops to educate staff on harassment issues. The consultant will work closely with ECP officials to ensure that the anti-harassment measures are not only compliant with national laws but also align with international best practices. The assignment is expected to span a total of 24 working days over a period of 9 months, commencing from the date of signing the contract. The consultant will need to submit proposals directly through the UNDP supplier portal, ensuring adherence to the specified guidelines and deadlines.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current anti-harassment policies and practices within the ECP.
  • Develop tailored training materials and resources aimed at educating ECP staff about harassment prevention and response mechanisms.
  • Facilitate workshops and training sessions for ECP staff and committee members to enhance their understanding of harassment issues and their roles in addressing them.
  • Provide ongoing support and consultation to the ECP’s Anti-Harassment Committees throughout the duration of the assignment.
  • Collaborate with ECP officials to ensure that all training and resources are culturally appropriate and relevant to the local context.
  • Monitor and evaluate the effectiveness of the training programs and make necessary adjustments based on feedback and outcomes.
  • Prepare and submit regular progress reports to UNDP and ECP, detailing activities undertaken, challenges faced, and recommendations for improvement.

Required Qualifications:
  • Proven expertise in workplace harassment prevention and response, with a strong understanding of relevant laws and regulations.
  • Experience in developing training materials and conducting workshops on sensitive topics such as harassment and discrimination.
  • Strong analytical skills to assess existing policies and recommend improvements.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the political and cultural context of Pakistan is highly desirable.

Educational Background:
A Master’s degree in Human Resources, Law, Social Sciences, or a related field is required. Additional certifications in workplace harassment prevention or conflict resolution will be considered an asset.

Experience:
A minimum of 5 years of professional experience in the field of workplace harassment prevention, human resources management, or a related area is required. Experience working with governmental or international organizations, particularly in Pakistan, is highly desirable.

Languages:
Fluency in English is mandatory. Proficiency in Urdu or other local languages is an advantage, as it will facilitate better communication with ECP staff and stakeholders.

Additional Notes:
The contract duration is for a total of 24 working days spread over 9 months. This position is classified as an individual contractor role, and the consultant will be expected to work flexibly to meet the needs of the ECP and UNDP. The consultant will be compensated based on the agreed contract terms, and all offers must be submitted through the UNDP supplier portal by the specified deadline.
