Job Overview:
The Climate Finance Senior Advisor will play a crucial role in supporting UNOPS in identifying, developing, and advancing climate finance opportunities. This position involves providing technical advice, fostering partnerships, and enhancing institutional capacity to effectively engage in climate finance initiatives. The advisor will work closely with project managers, donor partners, and government entities to leverage funding opportunities and ensure that UNOPS can effectively respond to climate-related challenges. The role requires a strategic approach to climate finance, including assessing current projects, identifying synergies, and advising on engagement with key climate financing mechanisms. The advisor will also be responsible for developing tools and training materials to enhance the understanding of climate financing within UNOPS teams, thereby contributing to the organization's overall mission of sustainable development.
Duties and Responsibilities:
The Climate Finance Senior Advisor will be responsible for several key functions, including:
Required Qualifications:
Candidates must possess a Master’s degree or equivalent in climate change, environmental economics, finance, international development, public policy, or a related field, along with a minimum of 10 years of relevant experience. Alternatively, a Bachelor’s degree in a related field with 12 years of relevant experience is acceptable. The role requires demonstrated experience in climate finance and familiarity with international climate finance mechanisms and multilateral funds. Strong stakeholder engagement and project development skills are essential, as well as experience working with governments and development banks.
Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as climate change, environmental economics, finance, or international development. A Bachelor’s degree in a related field is also acceptable, provided the candidate has sufficient relevant experience. The emphasis is on advanced knowledge and expertise in climate finance and related sectors.
Experience:
The position requires a minimum of 10 years of relevant experience in climate finance, development finance, or related sectors. Candidates should have a proven track record of working with international climate finance mechanisms and multilateral funds, such as the Green Climate Fund and the Global Environment Facility. Experience in stakeholder engagement, project development, and technical advisory work is highly desirable, along with familiarity with UN or international development institutions.
Languages:
Fluency in English is required for this position, while basic proficiency in French is desirable. Strong communication skills in English are essential for effective engagement with stakeholders and partners in the climate finance space.
Additional Notes:
This is a remote position with a contract duration of 1 year, subject to satisfactory performance and availability of funds. The role is classified at a senior level (ICS 12) and falls under the ICA - IICA - Retainer contract type. Candidates must complete mandatory courses before providing services to UNOPS, and there is no compensation for course completion. - Stakeholder Mapping and Engagement: Conducting stakeholder and donor landscape analyses, developing partner engagement approaches, and providing strategic advice for engagement with relevant government institutions.
- Technical Advisory and Capacity Building: Advising on institutional readiness for accessing climate finance, developing training materials, and delivering capacity-building sessions to UNOPS teams.
- Pipeline Development Support: Identifying and prioritizing climate finance opportunities, supporting project conceptualization aligned with national strategies, and preparing funding proposals. Expected deliverables include climate finance assessments, stakeholder analyses, partner engagement materials, and capacity-building resources.
