Job Overview:
The position of Individual Consultant for the Development of a Policy Compendium on HCFC Phase-out in Indonesia involves a critical role in supporting the country's efforts to phase out Hydrochlorofluorocarbons (HCFCs), which are substances that contribute to ozone depletion. The consultant will be responsible for compiling and developing a comprehensive policy document that outlines strategies, regulations, and best practices for HCFC phase-out. This assignment is expected to span 45 working days over a period of three months, during which the consultant will engage with various stakeholders, including government agencies, industry representatives, and environmental organizations, to gather relevant information and insights. The consultant will also be expected to analyze existing policies, identify gaps, and propose actionable recommendations to facilitate the transition away from HCFCs. This role is crucial in ensuring that Indonesia meets its international commitments under the Montreal Protocol and contributes to global efforts in protecting the ozone layer.

Duties and Responsibilities:
The duties and responsibilities of the Individual Consultant include but are not limited to:

• Conducting a thorough review of existing policies and regulations related to HCFC use and phase-out in Indonesia.
• Engaging with stakeholders to gather input and feedback on current practices and challenges faced in the HCFC phase-out process.
• Analyzing data and information to identify gaps in the current policy framework and areas for improvement.
• Developing a comprehensive policy compendium that includes best practices, recommendations, and guidelines for HCFC phase-out.
• Preparing and presenting findings and recommendations to relevant stakeholders, including government officials and industry representatives.
• Ensuring that the policy compendium aligns with international standards and commitments under the Montreal Protocol.
• Providing ongoing support and consultation to stakeholders during the implementation phase of the policy recommendations.
• Documenting the entire process and preparing a final report summarizing the findings and outcomes of the assignment.

Required Qualifications:
The required qualifications for this position include:

• A strong background in environmental policy, sustainable development, or a related field.
• Proven experience in policy development, particularly in the context of environmental issues and chemical management.
• Familiarity with international agreements and protocols related to ozone-depleting substances, especially the Montreal Protocol.
• Excellent analytical and research skills, with the ability to synthesize complex information into clear and actionable recommendations.
• Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
• Proficiency in project management and the ability to work independently and meet deadlines.

Educational Background:
Candidates should possess at least a Master's degree in environmental science, public policy, or a related field. A PhD in a relevant discipline would be an advantage. Additional certifications or training in environmental management or chemical safety would also be beneficial.

Experience:
The position requires a minimum of 5 years of relevant professional experience in environmental policy development, with a focus on chemical management and ozone-depleting substances. Experience working with international organizations, government agencies, or NGOs in similar roles will be highly regarded. Proven track record of successfully completing similar assignments will be an asset.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work. Knowledge of other languages may be considered an advantage, particularly if they are relevant to the stakeholders involved in the project.

Additional Notes:
This consultancy is expected to be conducted on a full-time basis over a period of three months, with a total of 45 working days. The consultant will work remotely but may be required to attend meetings or workshops in Indonesia as necessary. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications. The consultant will be required to submit a detailed proposal outlining their approach to the assignment, including a timeline and budget.
