Job Overview:
The Case Management Specialist will work under the direct supervision of the Senior Project Associate (Social Inclusion & Integration) and will be responsible for implementing case management activities within the Social Inclusion and Integration Unit. This position focuses on enhancing migrants' socio-economic inclusion, particularly in areas such as labor market access, education, social integration, and community engagement. The Case Management Specialist will provide high-quality, client-centered case management services and will oversee the day-to-day supervision, technical guidance, and professional support of Case Managers. The role involves developing and improving case management workflows, thematic activity work processes, referral pathways, operational tools, and internal guidelines related to social inclusion and integration programming. Additionally, the specialist will monitor service quality, identify trends and gaps, and strengthen cooperation with various stakeholders to facilitate referrals and improve beneficiaries' access to services and opportunities.

Duties and Responsibilities:
  • Case Management Leadership and Supervision: Supervise, mentor, and provide technical guidance to Case Managers; ensure high-quality case management services; conduct regular case consultations and performance reviews; support Case Managers with complex cases; promote continuous learning within the team.
  • Case Management Systems and Workflow Development: Develop and improve case management workflows and standard operating procedures; design and update case management tools and guidance materials; ensure harmonized implementation of case management standards across projects.
  • Referral Systems and External Coordination: Develop and maintain referral pathways; establish working relationships with state and civil society partners; coordinate with external service providers for timely referrals; represent IOM at relevant meetings.
  • Data Management and Information Systems: Support case management databases; ensure accurate data collection and analysis; monitor data quality; produce analytical reports to support decision-making.
  • Monitoring, Quality Assurance and Programme Development: Conduct quality assurance reviews; monitor performance indicators; identify trends and challenges; support programme design and reporting processes.
  • Protection and Safeguarding Standards: Ensure case management activities align with IOM protection principles; promote confidentiality and informed consent; develop training for Case Managers.
  • Training and Capacity Building: Deliver training and capacity-building activities for Case Managers; facilitate knowledge-sharing initiatives.
  • Cross-Unit Coordination and Integration: Support coordination between relevant programme teams; provide technical guidance on multi-sectoral interventions.

Required Qualifications:
Candidates must possess a Master's degree in Social Sciences, Migration Studies, Social Work, Psychology, or a related field with four years of relevant experience, or a Bachelor's degree in the same fields with six years of relevant experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should have demonstrated experience in case management, social inclusion, protection, migration, or social work, along with experience in supervising or coordinating case management teams. They should also have experience in developing case management workflows, maintaining referral pathways, and monitoring service quality.

Educational Background:
A Master's degree in Social Sciences, Migration Studies, Social Work, Psychology, or a related field is required, or a Bachelor's degree in the same fields with additional years of relevant experience. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
Candidates should have a minimum of four years of relevant experience with a Master's degree or six years with a Bachelor's degree. Experience should include case management, social inclusion, protection, migration, or social work, as well as supervisory or coordination roles. Familiarity with developing workflows, maintaining referral pathways, and monitoring service quality is essential. Experience in data management and capacity building is also important.

Languages:
Fluency in English and Hungarian (oral and written) is required for this position. Proficiency in additional languages, particularly Ukrainian and/or Russian, is considered an advantage. Knowledge of other languages relevant to the migrant population in Hungary is also seen as an asset.
