Job Overview:
The position involves hiring an Individual Consultant for the development of Information, Education, and Communication (IEC) materials specifically for the Ministry of Human Rights (MOHR) 1099 Helpline and Digital Support Platform. The consultant will be responsible for creating educational content that effectively communicates the objectives and services of the helpline, aiming to raise awareness and provide essential information to the public. The consultant will work closely with the MOHR and UNDP to ensure that the materials align with the strategic goals of the organization and meet the needs of the target audience. The assignment is expected to span a total of 60 working days over a period of 5 months, commencing from the date of signing the contract. The consultant will be required to submit proposals directly through the UNDP supplier portal, adhering to the guidelines provided.
Duties and Responsibilities:
Required Qualifications:
Educational Background:
A minimum of a Bachelor's degree in Communication, Social Sciences, Public Health, or a related field. A Master's degree in a relevant discipline is preferred and may be considered an asset.
Experience:
At least 5 years of professional experience in communication, public relations, or a related field, with a focus on developing educational materials and campaigns. Experience working with international organizations or NGOs is highly desirable.
Languages:
Fluency in English is mandatory. Proficiency in Urdu or other local languages is considered an asset and will be advantageous for effective communication with the target audience.
Additional Notes:
The contract duration is for a total of 60 working days spread over 5 months. This position is classified as an individual contractor role, and the consultant will be expected to work independently while adhering to the guidelines and timelines set forth by UNDP. Compensation will be based on the consultant's qualifications and experience, and benefits may include access to training and professional development opportunities.

- Conduct a comprehensive needs assessment to identify the key information gaps and communication needs of the target audience regarding the MOHR 1099 Helpline and Digital Support Platform.
- Develop a detailed work plan outlining the timeline and milestones for the creation of IEC materials.
- Create engaging and informative IEC materials, including brochures, flyers, digital content, and other relevant formats that effectively convey the services offered by the helpline.
- Collaborate with MOHR and UNDP stakeholders to ensure that the content is accurate, culturally appropriate, and aligned with the organization's messaging.
- Review and revise materials based on feedback from stakeholders and ensure that all materials are finalized and approved before dissemination.
- Plan and execute a strategy for the distribution of IEC materials to maximize outreach and impact.
- Monitor and evaluate the effectiveness of the IEC materials in raising awareness and providing information to the public, making adjustments as necessary based on feedback and results.
Required Qualifications:
- Proven experience in developing educational and communication materials, particularly in the context of social issues or public health.
- Strong understanding of gender-based violence (GBV) issues and the role of helplines in providing support to victims.
- Excellent writing and editing skills, with the ability to convey complex information in a clear and accessible manner.
- Familiarity with digital communication platforms and tools for creating engaging content.
- Ability to work collaboratively with diverse stakeholders, including government agencies, NGOs, and community organizations.
