Job Overview:
The position is for an Individual National Consultant tasked with developing a comprehensive Financial Management Standard Operating Procedures (SOP) Manual specifically for the Ministry of Health and Child Care in Zimbabwe. The consultant will be expected to work over a period of 10 weeks, dedicating 14 working days to the assignment. The primary function of this role is to create a detailed and effective SOP manual that will guide financial management processes within the ministry, ensuring compliance with national and international standards. The consultant will need to engage with various stakeholders to gather necessary information and insights, analyze existing financial management practices, and propose improvements that align with best practices in financial governance. The consultant's work will be critical in enhancing the financial management capacity of the Ministry, ultimately contributing to better health outcomes in the country.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Conduct a thorough assessment of the current financial management practices within the Ministry of Health and Child Care.
  • Engage with key stakeholders, including ministry staff, to gather insights and understand the specific needs and challenges faced in financial management.
  • Develop a comprehensive Financial Management SOP Manual that includes guidelines for budgeting, accounting, reporting, and auditing processes.
  • Ensure that the SOP manual aligns with national financial regulations and international best practices.
  • Provide training and support to ministry staff on the implementation of the SOP manual.
  • Prepare and submit progress reports to UNDP and the Ministry throughout the assignment period.
  • Incorporate feedback from stakeholders into the final version of the SOP manual.
  • Ensure timely completion of the assignment within the stipulated timeframe.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A degree in finance, accounting, business administration, or a related field.
  • Proven experience in financial management, particularly in the public sector or health sector.
  • Strong understanding of financial regulations and compliance requirements in Zimbabwe.
  • Excellent analytical and problem-solving skills.
  • Ability to communicate effectively with diverse stakeholders.
  • Proficiency in using financial management software and tools.
  • Strong writing skills, with the ability to produce clear and concise documentation.

Educational Background:
Candidates should have at least a bachelor's degree in finance, accounting, business administration, or a related field. A master's degree or professional certification in finance or accounting (such as CPA or ACCA) would be an advantage, demonstrating a higher level of expertise in financial management.

Experience:
The position requires candidates to have a minimum of 5 years of relevant experience in financial management, with a strong emphasis on experience in developing financial policies and procedures. Experience working with government agencies or international organizations in a similar capacity will be highly regarded. Familiarity with the health sector's financial management practices is also desirable.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of local languages spoken in Zimbabwe would be considered an asset, as it may facilitate better communication with local stakeholders.

Additional Notes:
This position is for an individual contractor and is expected to be completed within a specified contract duration of 10 weeks. The consultant will work on a part-time basis, dedicating 14 working days to the assignment. The role is open to national candidates only, and the compensation will be commensurate with the consultant's experience and qualifications.
