Job Overview:
The HR & Finance Manager plays a crucial role in the administrative management of MSF's projects, ensuring that human resources and financial operations are conducted efficiently and in compliance with MSF protocols. This position involves overseeing personnel records, participating in the recruitment and training of local staff, and ensuring that HR policies are effectively implemented across all employee groups. Additionally, the HR & Finance Manager coordinates financial processes, ensuring compliance with MSF standards and the appropriate use of project resources. This includes managing financial operations such as bookkeeping, budget development, and monthly reporting, as well as ensuring adherence to local labor laws. The role also encompasses key HR functions, including recruitment and payroll management, and the supervision and training of administrative staff, thereby supporting MSF's logistical and medical teams through effective administrative management.

Duties and Responsibilities:
  • Oversee the administrative management of projects, ensuring sound HR and financial practices are followed.
  • Maintain and manage personnel records for all staff, ensuring accuracy and compliance with MSF policies.
  • Participate in the recruitment process, including job postings, interviews, and selection of candidates.
  • Facilitate training and professional development for local staff, ensuring they are equipped to perform their roles effectively.
  • Implement HR policies and procedures, ensuring they are adhered to by all employees.
  • Coordinate financial processes, including bookkeeping, budget development, and monthly financial reporting.
  • Ensure compliance with local labor laws and MSF financial standards.
  • Manage payroll processes, ensuring timely and accurate payment to staff.

Required Qualifications:
  • College or university-level education in a relevant field such as Human Resources, Finance, or Business Administration.
  • Minimum of two years of experience in HR management and finance management, particularly in roles that involve recruitment, training, evaluation, and professional development.
  • Proven experience in managing payroll procedures, bookkeeping, and budget management.
  • Experience in managing staff within a multicultural team environment, including supervision and training responsibilities.
  • Relevant travel or work experience in contexts similar to where MSF operates, such as armed conflicts, disasters, or public health emergencies.
  • Proficiency in Microsoft Office software, particularly Excel, is highly desirable.

Educational Background:
Candidates must possess a college or university degree in a relevant field, such as Human Resources, Finance, Business Administration, or a related discipline. This educational background provides the foundational knowledge necessary for effective management of HR and financial operations within the organization.

Experience:
Candidates should have a minimum of two years of relevant experience in HR management and finance management. This experience should include responsibilities related to recruitment, training, evaluation, and professional development, as well as financial management tasks such as payroll supervision, bookkeeping, and budget oversight. Experience in managing staff in a multicultural environment is also essential, as the role requires effective communication and collaboration with diverse teams.

Languages:
Fluency in English and French is mandatory, with a minimum level of B2 in both languages. Candidates should refer to the evaluation grid for language proficiency.
