Job Overview:
The National Project Officer will play a crucial role in the coordination and quality assurance processes within the Enterprise Development Fund (EDF) Technical Team. This position involves working under the supervision of the Livelihoods Senior Programme Coordinator and the EDF Project Officer. The officer will be responsible for ensuring that the operational, administrative, and financial aspects of the project align with IOM policies and donor requirements. The role requires active participation in the development and adjustment of EDF technical tools, work plans, and monitoring and evaluation tools. The officer will also be responsible for coordinating the collection and analysis of data related to project activities, ensuring timely preparation and dissemination of project reports, and liaising with external stakeholders such as private sector entities and NGOs. The position demands a proactive approach to identifying gaps in project implementation and suggesting improvements, particularly in quality assurance processes. Additionally, the officer will contribute to capacity-building activities targeting IOM staff and EDF beneficiaries, ensuring that all stakeholders are well-informed and engaged in the project.

Duties and Responsibilities:

• Coordinate quality assurance processes within the EDF Technical Team, including Environmental & Social Action Plans (ESAP) and Milestone Verification (MV).
• Serve as a focal point for multiple EDF adaptations and engage in the longlisting and shortlisting processes for EDF applications.
• Assist in monitoring the operational, administrative, and financial aspects of the project in accordance with IOM policies and donor requirements.
• Keep the EDF Project Officer informed on the status of project implementation and identify gaps for improvement.
• Participate in the development of EDF technical tools, work plans, and monitoring and evaluation tools.
• Coordinate the collection, verification, and analysis of data and update information management systems.
• Support the preparation and dissemination of project reports in accordance with IOM procedures.
• Liaise with external stakeholders, including private sector stakeholders and NGOs.
• Contribute to the planning and delivery of capacity-building activities for IOM staff and EDF beneficiaries. 1
• Attend relevant conferences and meetings related to EDF adaptations. 1
• Supervise EDF Technical Team staff and provide technical guidance. 1
• Maintain liaison with relevant authorities and stakeholders in assigned governorates. 1
• Undertake duty travel for project implementation and monitoring visits. 1
• Perform other related duties as required.

Required Qualifications:

• Master’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution with two years of relevant professional experience; or a University degree in the above fields with two years of relevant professional experience.
• Experience in liaising with external stakeholders, national/international institutions, UN agencies, and NGOs.
• Experience in Livelihoods programming, particularly with small and medium-sized enterprises and job creation.
• Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is an advantage.
• Proven ability to establish and maintain strong working relations with government counterparts and private sector entities.
• Excellent leadership, coordination, and information management skills.
• Detailed knowledge of the UN System, NGOs, and other international organizations.
• Strong conceptualization, analytical, and writing skills.
• Strong communication, organizational, and interpersonal relationship skills. 1
• Ability to meet deadlines and work under pressure with minimal supervision.

Educational Background:
The position requires a Master’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law from an accredited academic institution. Alternatively, a University degree in the same fields is acceptable, provided the candidate has two years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that the educational qualifications meet international standards.

Experience:
Candidates should have at least two years of relevant professional experience in the field of migration, livelihoods programming, or related areas. Experience in liaising with external stakeholders, including national and international institutions, UN agencies, and NGOs, is essential. Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is considered an advantage. The role requires a proven ability to establish and maintain strong working relationships with various stakeholders, including government counterparts and private sector entities, as well as experience in managing projects and coordinating activities effectively.

Languages:
Fluency in English is required for all IOM staff members, as it is one of the organization's official languages. Additionally, proficiency in Arabic and Kurdish is considered an advantage. Language proficiency will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the communication requirements of the position.

The position is subject to funding confirmation, and any offer made to the candidate is contingent upon this. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
