Job Overview:
The Shelter & Settlement Team Leader will be a key member of the DRC Syria Shelter and Settlement Unit, responsible for overseeing field visits primarily in the Daraa Governorate, contingent on security" style="border-bottom: 1px dotted #007bff !important;">security conditions. This role involves assessing various facilities, including schools, collective shelters, and unfinished buildings, to determine their suitability for rehabilitation. The Team Leader will prepare Bills of Quantities and monitor rehabilitation works carried out by contractors. The position requires a proactive approach to project management, ensuring that rehabilitation projects are effectively planned and executed in collaboration with local authorities. The Team Leader will also be responsible for preparing tender documents, writing reports on construction work status, and monitoring the quality of construction works to ensure compliance with standards. This role is crucial in facilitating the rehabilitation of essential infrastructure to support displaced persons and host communities in the region.

Duties and Responsibilities:
The duties and responsibilities of the Shelter & Settlement Team Leader include:

• Developing a comprehensive work plan for rehabilitation projects in the Daraa Governorate, focusing on shelters, schools, and WASH settlements.
• Liaising with local authorities to secure necessary approvals for DRC rehabilitation projects.
• Identifying and verifying buildings and facilities that require rehabilitation.
• Preparing tender documents and coordinating with the procurement team.
• Writing detailed reports on the status of construction works.
• Monitoring construction activities and verifying work status to facilitate payment processing.
• Conducting headcounts and quality surveys, providing support to the Monitoring, Evaluation, Accountability, and Learning (MEAL) team as needed.
• Participating in coordination meetings at the governorate level when requested.
• Attending Shelter and Settlement meetings at the governorate level. 1
• Performing any other tasks as assigned by the direct manager.

Required Qualifications:
The position requires the following qualifications:

• A university degree in civil or architectural engineering.
• A minimum of three years of experience in monitoring construction works, preparing Bills of Quantities, and verifying the quality of construction materials.
• At least three years of management experience at a mid to senior level, demonstrating proven management skills and competence in people management.
• Proficiency in MS Word, Excel, and AutoCAD.
• Full professional proficiency in both English and Arabic languages is mandatory, with basic English being desirable.

Educational Background:
Candidates must possess a university degree in engineering, specifically in civil or architectural engineering. A Master’s degree is considered desirable. Additionally, candidates should have three years of management experience at a mid to senior level, particularly in humanitarian response and refugee protection, ideally working for an international NGO, UN agency, relevant ministry, or local authority.

Experience:
The position requires a minimum of three years of relevant experience in monitoring construction works and preparing Bills of Quantities. Candidates should also have at least three years of management experience at a mid to senior level, showcasing their ability to lead teams and manage projects effectively in a humanitarian context.

Languages:
The mandatory languages for this position are Arabic and English, with full professional proficiency required in both. Basic English proficiency is also considered beneficial, allowing for effective communication within the team and with stakeholders.

The contract length for this position is until 31 December 2026, with the possibility of extension based on performance and available funding. The position is classified at the management level (G) and is located in Daraa. The expected start date for this role is 1 September 202
