Job Overview:
The WHO Technical Officer for the Collaborative Registration Procedure (CRP) will play a crucial role in supporting Member States in the implementation of reliance mechanisms and the WHO CRP. This position involves providing technical assistance to national regulatory authorities (NRAs) in the region, ensuring efficient implementation of the CRP, and facilitating communication between NRAs and WHO Headquarters. The officer will also be responsible for following up on CRP submissions, assisting NRAs with inquiries, and supporting outreach efforts to new countries. The role requires collaboration with various stakeholders to enhance the capacity of NRAs and ensure compliance with international standards for marketing authorization applications.

Duties and Responsibilities:
  • Support NRAs in the region with the implementation of reliance and WHO CRP, providing technical support for efficient execution.
  • Respond to technical inquiries from NRAs regarding evaluations and good manufacturing practices, liaising with WHO HQ as necessary.
  • Facilitate training and guidance for countries through the WHO HQ Special Access Programme.
  • Oversee the day-to-day operations of CRP submissions, ensuring timely follow-up and communication with NRAs.
  • Maintain the electronic prequalification system (ePQS) for CRP submissions and support the publication of metrics.
  • Assist in outreach efforts to engage new countries in the CRP.
  • Provide technical support for regional joint assessments and other collaborative activities.
  • Support global health product procedures and the involvement of NRAs in the region.
  • Help build capacity for marketing authorization functions in accordance with WHO standards. 1
  • Coordinate and engage relevant technical experts to support planned activities.

Required Qualifications:
Candidates must possess a strong understanding of regulatory frameworks and processes related to health products. They should have experience in working with national regulatory authorities and knowledge of international health regulations. Strong analytical and problem-solving skills are essential, along with the ability to communicate effectively with diverse stakeholders. Proficiency in project management and the ability to work collaboratively in a team environment are also required. Candidates should demonstrate a commitment to WHO's mission and values, including respect for cultural differences and a focus on results.

Educational Background:
A degree in public health, pharmacy, medicine, or a related field is required. Advanced degrees (Master's or Doctorate) in relevant disciplines are preferred. Candidates should have formal training in regulatory affairs or related areas, which would be advantageous for this position.

Experience:
A minimum of 5 years of relevant experience in public health, regulatory affairs, or a related field is required. Experience working with international organizations, particularly in the context of health product regulation, is highly desirable. Candidates should have a proven track record of successfully managing projects and collaborating with various stakeholders, including government agencies and non-governmental organizations.

Languages:
Fluency in English is mandatory, as it is the working language of WHO. Proficiency in French or other UN languages is considered an asset and would enhance communication with diverse stakeholders in the region.
