Job Overview:
The UNFPA Representative leads complex business units and country offices’ teams in the design and implementation of population and development and sexual and reproductive health country programmes. This role is crucial in humanitarian-development-peace and security" style="border-bottom: 1px dotted #007bff !important;">security contexts, where applicable. The Representative is responsible for establishing alliances and partnerships with various stakeholders, including governments, UN and bilateral agencies, civil society, academia, and the private sector, to realize the 2030 Agenda. The position requires a strong focus on delivering high-impact results and ensuring effective external relations, communications, partnership-building, and resource mobilization. The Representative will lead a Country team in developing and managing an innovative Country Programme of Cooperation that emphasizes universal access to sexual and reproductive health and rights, maternal health, family planning, and gender empowerment. The ultimate accountability lies with the most vulnerable and marginalized populations, ensuring their rights and needs are prioritized in all programming efforts.
Duties and Responsibilities:
The duties and responsibilities of the UNFPA Representative include: 1) Strategic direction, planning, and management: Leading the positioning of UNFPA on strategic issues, building institutional relationships with various stakeholders, promoting UNFPA’s role in the national development agenda, establishing priorities for the Country Office, and ensuring the integration of sexual and reproductive health issues into national policies. 2) Management of resources: Managing international and national staff, fostering a culture of growth and development, attracting and retaining high-caliber staff, and ensuring compliance with security standards. 3) Programme leadership and representation: Advising senior management on country-level issues, providing leadership in policy dialogue and programme execution, engaging national counterparts through advocacy, and representing UNFPA within the UN Country Team. 4) Programme oversight and coordination: Driving results-based management, enforcing financial and monitoring processes, and carrying out other duties as required by the Regional Director.
Required Qualifications:
Candidates must possess a postgraduate university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. Additionally, candidates should have 15 years of increasingly responsible professional experience in public administration and international development, with at least 10 years in the field of population and development, sexual and reproductive health, or humanitarian contexts. A current knowledge of population and development issues and proven leadership abilities are essential, along with experience in advocacy, policy dialogue, and media communication.
Educational Background:
The educational background required for this position includes a postgraduate university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related areas. This advanced education is crucial for understanding the complexities of population and development issues and for effectively leading the Country Programme.
Experience:
The position requires a significant level of experience, specifically 15 years of progressively responsible professional experience in public administration and international development. Of this, at least 10 years must be in the field of population and development, sexual and reproductive health, or humanitarian work at the international level. Candidates should have a proven track record of leading teams to achieve high-quality results and experience in advocacy and policy dialogue at both national and international levels. Field experience is essential, particularly in developing, humanitarian, or crisis contexts.
Languages:
Fluency in English is mandatory for this position. Proficiency in any other UN language is considered desirable, as it can enhance communication and collaboration with diverse stakeholders in the international arena.
