Job Overview:
The IT Program Manager - Business Analyst (PM-BA) for Global security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security (GIS) and Infrastructure is a pivotal role that serves as a dedicated delivery partner across the GIS and Infrastructure portfolio. This position is responsible for providing both project management execution and business analysis support, enabling scalable and efficient delivery across a complex, cross-functional portfolio that includes Security Engineering, Security Operations, Identity and Access Management (IAM), Governance, Risk and Compliance (GRC), Infrastructure, and User Services. The primary function of the PM-BA is to plan, coordinate, and track cross-functional technology initiatives, ensuring that requirements are well-defined, stakeholders are aligned, and delivery is consistent and on-time. This role is essential for strengthening governance, enhancing transparency, and improving execution discipline, which allows senior resources to focus on strategic portfolio management and high-impact initiatives. The PM-BA will report to the Associate Director of IT Project and Portfolio Management, GIS and Infrastructure, and will work collaboratively with GIS and Infrastructure teams and associates across the organization.
Duties and Responsibilities:
The duties and responsibilities of the IT Program Manager - Business Analyst include coordinating and supporting execution across GIS and Infrastructure initiatives, serving as the central point of contact for project tracking, reporting, and day-to-day coordination across multiple concurrent workstreams. The PM-BA will support Agile execution by facilitating Scrum ceremonies, maintaining JIRA backlogs, and driving delivery against milestones. They will establish and maintain project tracking, RAID logs (Risks, Action Items, Issues, Decisions), and cross-team dependency management, proactively surfacing and resolving blockers before they become critical. Additionally, the PM-BA will assemble and maintain project plans, milestone schedules, and team assignments, adjusting resources and plans as priorities shift. They will facilitate program and governance meetings, document meeting minutes, track decisions, action items, and issues, and drive follow-up to closure between sessions. The PM-BA will prepare and maintain status reports covering project scope, goals, milestones, budget, risk, change requests, and critical issues for the team and senior stakeholders. They will also support the development and maintenance of reporting dashboards and data consolidation for real-time visibility into portfolio health, ensuring consistent overlap with U.S. Eastern Time for real-time collaboration with global teams. As a Business Analyst, the PM-BA will gather, analyze, and document business and technical requirements, facilitate stakeholder workshops, and ensure clarity and alignment before development begins. They will translate business needs into user stories, acceptance criteria, and functional specifications, maintain accurate system documentation, and ensure traceability from requirements through delivery. The PM-BA will identify process improvement opportunities, coordinate User Acceptance Testing (UAT) validation activities, and support audit and compliance readiness activities across GIS and Infrastructure workstreams.
Required Qualifications:
The required qualifications for the IT Program Manager - Business Analyst position include 3-6 years of project management and business analyst experience in IT or technology-driven environments. Candidates should demonstrate success in leading complex, multi-stakeholder projects with significant technology components and have a track record as a Business Analyst delivering high-quality documentation. A Bachelor's degree is required, and experience with GIS/Infrastructure projects is strongly preferred. Candidates with experience in international NGOs or global humanitarian organizations will be favored. Additionally, PMP, CSM, or equivalent project/program management certification is preferred.
Educational Background:
Candidates must possess a Bachelor's degree as a minimum educational requirement for the IT Program Manager - Business Analyst position.
