Job Overview:
The Enterprise Advisor NOA position is designed to provide integrated advisory services that support sustainable improvements in labor compliance, enterprise performance, productivity, competitiveness, and responsible business practices within the garment sector in Ethiopia. The advisor will conduct enterprise assessments, deliver training and coaching to management and worker representatives, and provide tailored advisory services to strengthen management systems and workplace cooperation. The role emphasizes the adoption of productivity improvement methodologies, practical digital solutions, and occupational safety and health practices. The advisor will also contribute to enterprise diagnostics, performance monitoring, and documentation of good practices, ensuring that the objectives of the ONE ILO SIRAYE Program are met. This position requires a proactive approach to fostering collaboration among various stakeholders, including factories, brands, and policymakers, to enhance working conditions and drive economic growth in Ethiopia's apparel sector.

Duties and Responsibilities:
The incumbent will be responsible for conducting integrated enterprise assessments using Better Work’s Compliance Assessment Tool, producing high-quality reports on assessment findings, and providing actionable recommendations for improvement. The advisor will deliver tailored training programs on labor compliance, workplace cooperation, and productivity improvement. They will also facilitate labor-management committees and strengthen management systems to enhance operational efficiency. The role includes managing information in Better Work’s systems, contributing to the program’s monitoring and evaluation strategy, and documenting good practices. The advisor will act as a technical focal point for assigned thematic areas and support the development of innovative approaches to enterprise development and sustainable industrialization. Additionally, the advisor will collaborate with colleagues across the ONE ILO SIRAYE Programme to promote integrated delivery of enterprise and value chain development interventions.

Required Qualifications:
Candidates must possess an internationally recognized university degree in fields such as human resource management, industrial engineering, business administration, or related areas. They should have at least two years of professional experience in enterprise development, social dialogue, labor standards compliance, or related fields. Experience in the manufacturing sector, particularly in garment, textile, or related value chains, is highly desirable. Technical expertise in enterprise advisory services, workplace cooperation, and productivity improvement is essential. Strong analytical and problem-solving skills, along with good knowledge of Ethiopian labor laws and regulations, are required. Candidates should also demonstrate good group facilitation, interpersonal, and conflict resolution skills, with proven experience in delivering training.

Educational Background:
An internationally recognized university degree in human resource management, occupational safety and health, industrial engineering, business administration, international development, economics, labor relations, law, adult education, organizational development, enterprise development, or another relevant field is required for this position. This educational background is crucial for understanding the complexities of labor relations and enterprise management in the context of Ethiopia's evolving industrial landscape.

Experience:
The position requires a minimum of two years of professional experience in relevant fields such as enterprise development, labor standards compliance, and productivity improvement. Experience working with enterprises in the manufacturing sector, especially in the garment, textile, leather, coffee, or horticulture value chains, is advantageous. Candidates should have a solid understanding of industrial relations and social dialogue, as well as experience in capacity building within the private sector. Familiarity with continuous improvement methodologies and enterprise management systems is also beneficial.

Languages:
A strong command of English is mandatory, along with a good knowledge of the local language of the duty station, which is essential for effective communication with stakeholders. Proficiency in additional languages may be considered an asset, enhancing the advisor's ability to engage with diverse groups and facilitate training sessions.

This position is a short-term contract under the ILO's technical cooperation projects, which do not lead to a permanent career within the organization.
