Job Overview:
The Technical Advisor II - MEAL will be responsible for the development, technical oversight, and implementation of the monitoring, evaluation, accountability, and learning (MEAL) system for the Global Fund Malaria/RSSH Grant. This role is crucial in ensuring that effective systems and processes are in place to deliver high-quality MEAL practices and procedures, which are essential for continuously improving the impact of the Global Fund Malaria/RSSH Project programming. A significant aspect of this position involves strengthening the technical capacity of project MEAL and ICT4D staff, as well as collaborating with the Ministry of Health (MoH), National Malaria Control Program (NMCP), and other partners under the Global Fund award. The Technical Advisor will work closely with leadership and technical staff to provide guidance on best practices for MEAL and data-driven implementation recommendations. Additionally, the role includes disseminating learning and project successes through various channels, including participation in communities of practice and conferences, and leading the development of external publication materials.
Duties and Responsibilities:
The Technical Advisor II - MEAL will undertake a variety of responsibilities, including planning and overseeing the implementation of the Global Fund Malaria/RSSH Project MEAL system in accordance with the approved budget and work plan. The advisor will coordinate monitoring, accountability, and learning activities, including ICT4D and GIS mapping, both within CRS and with MOH/NMCP partners. Tracking compliance with Global Fund and LFA requirements regarding deliverables, timelines, and reporting is essential. The advisor will lead the development of new or adapt existing MEAL technical guidelines, frameworks, standard operating procedures, data collection tools, and databases for health programming. Management and guidance of the Global Fund Malaria/RSSH Project’s MEAL team will be a key responsibility, including providing coaching, tailoring individual development plans, and conducting performance management for direct reports. The advisor will identify capacity and technical assistance needs among MEAL staff and partners, support capacity-strengthening activities, and ensure systematic integration of project data into the national DHIS2 database. The role also involves ensuring the development, testing, adaptation, and roll-out of program-level MEAL systems, including performance monitoring plans, performance indicator reference sheets, indicator performance tracking tables, data collection instruments, and feedback and response mechanisms. The advisor will analyze and evaluate project performance data, proactively identify issues, ensure data quality through assessments, collaborate with MOH to digitize data quality assessment tools, and support the MOH in conducting Lot Quality Assurance Sampling. Training staff and partners in feedback and response mechanisms, contributing to content and technical reviews of project reports, and sharing MEAL learning and experiences are also part of the responsibilities. The advisor will act as a key resource for MEAL in project design and proposal development, ensuring effective planning and coordination of MEAL efforts with MOH and partners, and championing gender equity in all program activities.
Required Qualifications:
Candidates must possess a Master's Degree in Statistics, Economics, Public Health, Demography, International Development, or a related field. Additional experience may substitute for some educational requirements. A minimum of 7 years of relevant field-based experience in designing, coordinating, and strengthening MEAL systems for complex health and malaria-related programs is required, preferably with an international non-governmental organization (INGO). Experience with Global Fund grants is advantageous. Candidates should have field experience in designing and coordinating health system strengthening programs, as well as demonstrated experience in analyzing and utilizing health and malaria data for decision-making. Familiarity with working in remote field locations and implementing MEAL systems in conflict and resource-poor settings is essential. Proficiency in analytical software such as DHIS2, SAS, SPSS, R, Stata, or Epi-Info is required.
