Job Overview:
The Technical Advisor II (TA II) for Service Delivery will play a crucial role in providing technical advice, guidance, and support to enhance design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, particularly in strengthening community and facility-based health networks. The focus will be on integrated health services including HIV, TB, malaria, maternal and child health (MCH), and nutrition services. The TA II will work closely with the Liberia team to support implementing partners in delivering quality, integrated services. This position emphasizes service quality, integration, supervision, and operational readiness across various health domains. The TA II's expertise will contribute to improved access, quality, and continuity of care, facilitating a transition to local ownership and sustainability of health services. The role requires collaboration with various stakeholders to ensure that service delivery aligns with CRS program quality principles, donor guidelines, and industry best practices.

Duties and Responsibilities:
The TA II will be responsible for providing technical advice and support to strengthen integrated health service delivery for implementing partners and government counterparts. Key responsibilities include:
  • Supporting the application of service delivery approaches across HIV, TB, malaria, MNCH, nutrition, and other priority health services.
  • Assisting implementing partners and government counterparts in planning, implementing, and monitoring integrated service delivery models across hub and spoke facilities, as well as community posts.
  • Strengthening quality of care and respectful care practices, ensuring infection prevention, referral systems, and continuity of services across the care cascade.
  • Providing technical assistance to improve access, quality, and coverage of health services.
  • Enhancing supervision systems through joint supervision with district health management teams and routine performance reviews.
  • Aligning faith-based and community-supported facilities with Ministry of Health standards and guidelines.
  • Advising project teams on integrating donor and government priorities into CRS program approaches.
  • Building the capacity of community partners and implementing partners through training, mentoring, and coaching.
  • Contributing to knowledge management by analyzing program data and documenting lessons learned. 1
  • Collaborating with monitoring, evaluation, accountability, and learning colleagues to ensure data-informed service delivery and transition planning.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in public health, medicine, nursing, health systems, or a related field. A minimum of 8 years of relevant professional experience in advisory or technical roles related to health service delivery is required. Experience in providing technical assistance and supporting service delivery in low-resource settings is essential. Candidates should demonstrate strong relationship management, analytical, and problem-solving skills, as well as proficiency in Microsoft Office applications and web-conferencing tools. Experience in mentoring, coaching, and training using adult learning principles is also necessary.

Educational Background:
The position requires a Bachelor’s Degree in a relevant field such as public health, medicine, nursing, or health systems. A Master’s Degree in a related field is preferred, particularly for candidates seeking to enhance their qualifications and expertise in integrated health service delivery models.

Experience:
The ideal candidate should have a minimum of 8 years of progressive professional experience in advisory or technical roles related to health service delivery.
