Job Overview:
The International Operations Manager (IOM) plays a crucial role in overseeing the operational functions of UNFPA in Afghanistan. This position operates under the delegated authority of the UNFPA Representative and encompasses a wide range of responsibilities including financial management, human resources, procurement, IT, general administration, travel and logistics, and security" style="border-bottom: 1px dotted #007bff !important;">security of UNFPA premises and staff. The IOM is expected to lead strategic planning for UNFPA operations, set management targets, and provide guidance on cost-effectiveness and innovative solutions to complex challenges. The role requires a strong focus on client-oriented service delivery, adherence to UNFPA regulations, and fostering cooperation among various units within the organization. The IOM is also responsible for representing UNFPA in inter-agency meetings and ensuring effective communication and collaboration with other UN agencies and government officials.

Duties and Responsibilities:
  • Provide strategic direction for UNFPA operations, ensuring effective and efficient delivery of the country programme.
  • Oversee financial management, ensuring integrity of financial systems and compliance with rules and regulations.
  • Manage human resources, including recruitment, performance management, and promoting gender equality and diversity.
  • Handle general administration tasks, including travel logistics and premises management.
  • Ensure high-quality procurement and project support services, monitoring service providers for quality and timeliness.
  • Promote teamwork and cross-unit collaboration among operations staff.
  • Ensure compliance with security policies and measures for the safety of UNFPA staff and premises.
  • Support partnership building on operational issues and represent UNFPA in administrative meetings.
  • Participate in local inter-agency coordination to meet UNFPA's operational needs. 1
  • Perform any other duties as directed by the Representative or management.

Required Qualifications:
Candidates must possess a postgraduate university degree in Public Administration, Business Administration, Economics, Management, or related fields. A minimum of 7 years of experience in development within governmental, multilateral, or civil society organizations is required, including at least 3 years in a managerial role. Candidates should demonstrate strong relationship-building skills, a focus on results, and the ability to lead strategic planning and management processes. Knowledge in procurement, financial and human resources management, and ICT is essential. Experience in international development, particularly related to UNFPA's mandate, is highly valued, along with field experience in developing or humanitarian contexts.

Educational Background:
A postgraduate university degree in relevant fields such as Public Administration, Business Administration, Economics, or Management is required for this position. This educational background is essential to equip the candidate with the necessary skills and knowledge to manage complex operations effectively.

Experience:
The position requires a minimum of 7 years of relevant experience in development, with at least 3 years in a managerial capacity. Candidates should have experience in a multicultural setting and demonstrate the ability to manage teams and lead strategic initiatives. Experience in international development, particularly in relation to UNFPA's mission, is crucial, along with a solid understanding of operational management in complex environments.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages is considered desirable and may enhance a candidate's profile.
