Job Overview:
The ICT Specialist will play a crucial role within the development team, contributing to the ongoing evolution and maintenance of the Development Coordination Office's (DCO) software platforms. The incumbent will be involved in the entire software development lifecycle, which includes requirements analysis, prototyping, coding for both the front and back end, automated testing, and deployment. Additionally, the incumbent will support business focal points by triaging and resolving user issues and feedback, as well as managing general reporting and data management. The role also requires an active contribution to improving the team’s development processes, ensuring that the software platforms are modern, efficient, and aligned with the latest UN development reform mandates.

Duties and Responsibilities:
The incumbent will primarily function as a full stack web developer, engaging in all aspects of system development as part of the team. Key responsibilities include:
  • New Feature Development: Design, develop, and implement new features and modules to meet DCO’s business needs, ensuring alignment with digital development standards.
  • System Maintenance and Support: Analyze and develop solutions for issues reported by business focal points, addressing both bugs and feature enhancements.
  • Full-Stack Development: Utilize expertise in frontend and backend technologies (Typescript, Node.js, ReactJS, PostgreSQL) to maintain quality through automated tests.
  • API Development/Integration: Design and develop public and private APIs for the UNINFO suite, facilitating integration with other systems and providing comprehensive documentation.
  • Platform Enhancement: Analyze existing applications to identify opportunities for improvement in performance, scalability, security" style="border-bottom: 1px dotted #007bff !important;">security, and user experience.
  • Data Visualization: Develop and integrate interactive data visualizations and dashboards to effectively communicate insights from the UN INFO suite.
  • Collaboration: Work closely with a team of developers, participating in code reviews, sprint cycles, and knowledge-sharing activities.
  • Technical Documentation: Create and maintain clear technical documentation for developers and application administrators.
  • Technical Support: Provide technical support to application administrators and data managers, assisting with user and data management, resolving bugs, and troubleshooting. 1
  • Cloud Technologies: Leverage cloud platforms (Azure) and tools (Docker) to ensure scalability, reliability, and security of applications. 1
  • Stay Current: Remain informed about the latest trends in software development, continuously updating skills and knowledge. 1
  • Assist with Dev-ops tasks such as maintenance, configuration, and support of the infrastructure for DCO applications.

Required Qualifications:
Candidates must possess relevant qualifications that include a combination of education and experience. An advanced university degree (Master's degree or equivalent) in information technology, information systems, information management, web development, database engineering, or a related field with five years of relevant experience is required. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) with seven years of relevant experience is acceptable. A secondary school diploma (or high school equivalent) with eleven years of relevant experience is also acceptable. Candidates should have a strong background in database-driven web application development and maintenance, experience with object-oriented JavaScript and JavaScript-based libraries, and familiarity with SQL-based databases such as MySQL or PostgreSQL.

Educational Background:
The educational requirements for this position include an advanced university degree (Master's degree or equivalent) in fields such as information technology, information systems, information management, web development, database engineering, or a related field, along with five years of relevant experience. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) with seven years of relevant experience is acceptable. A secondary school diploma (or high school equivalent) with eleven years of relevant experience is also acceptable.

Experience:
Candidates are required to have relevant experience defined as cumulative experience across various fields, including database-driven web application development and maintenance. Experience in developing with object-oriented JavaScript and JavaScript-based libraries, such as Typescript, Node.JS, ReactJS, or Angular.js, is essential. Additionally, experience with .Net or other web application frameworks, SQL-based databases, and software testing frameworks is required. Desired experience includes code versioning, web API services development, and familiarity with agile frameworks and devops practices.

Languages:
Fluency in English is mandatory, while proficiency in Arabic, Spanish, French, Chinese (Mandarin), and Russian is considered desirable. Candidates should demonstrate strong communication skills in these languages, particularly in English, which is required for the role.
