Job Overview:
The ICT Specialist will play a crucial role within the Data and Digital team, contributing to the ongoing evolution and maintenance of the Development Coordination Office's (DCO) software platforms. The incumbent will be involved in the entire software development lifecycle, which includes requirements analysis, prototyping, coding for both front-end and back-end, automated testing, and deployment. Additionally, the specialist will support business focal points by triaging and resolving user issues and feedback, as well as managing general reporting and data management tasks. The role requires active participation in improving the team’s development processes and supporting the Digital Solutions Lab's development and quality assurance capacity for AI tools and programs. The incumbent will report to the ICT Senior Manager and collaborate with a core development team that operates remotely, as well as colleagues in headquarters in New York and the UN Resident Coordinator Offices.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in information technology, information systems, information management, web development, database engineering, or a related field, along with five years of relevant experience; OR a first-level university degree (Bachelor’s degree or equivalent) in a similar field with seven years of relevant experience; OR a secondary school diploma with eleven years of relevant experience. Relevant experience should encompass database-driven web application development and maintenance, object-oriented JavaScript development, software testing frameworks, and experience with AI-driven applications and complex workflows.

Candidates should have relevant experience in database-driven web application development and maintenance, including developing with object-oriented JavaScript and JavaScript-based libraries, particularly Typescript, Node.JS, and ReactJS. Experience in software testing, including frameworks such as Jest, Mocha, or Cypress, is also required. Additional experience in developing AI-driven applications and complex workflows is desirable, along with familiarity with SQL-based databases, Git workflow, web API services, and agile frameworks.
Languages:
Fluency in English is required, while proficiency in Arabic, Mandarin Chinese, French, Spanish, and Russian is desirable. Candidates should possess strong communication skills and the ability to work effectively in a multilingual environment.

- New Feature Development: Design, develop, and implement new features and modules to meet DCO’s business needs, ensuring alignment with digital development standards.
- System Maintenance and Support: Analyze and develop solutions for issues reported by business focal points, addressing both bugs and feature enhancements.
- Full-Stack Development: Utilize expertise in front-end and back-end technologies (Typescript, Node.js, ReactJS, PostgreSQL, Python) to maintain quality through automated tests.
- API Development/Integration: Design and develop public and private APIs and facilitate integration with other systems, providing comprehensive documentation.
- Data Management: Design and build data storage architectures for optimized data management and retrieval.
- Platform Enhancement: Analyze existing applications for performance, scalability, security" style="border-bottom: 1px dotted #007bff !important;">security, and user experience improvements.
- Data Visualization: Develop and integrate interactive data visualizations and dashboards to communicate insights effectively.
- Collaboration: Participate in code reviews, sprint cycles, and knowledge-sharing activities with the development team.
- Technical Documentation: Create and maintain clear technical documentation for developers and application administrators. 1
- Technical Support: Provide support to application administrators and data managers, assisting with user and data management, resolving bugs, and troubleshooting. 1
- Cloud Technologies: Leverage cloud platforms (Azure) and tools (Docker) to ensure application scalability, reliability, and security. 1
