Job Overview:
The Technical Advisor for Development Finance in Water and Environment (TA-WE) plays a crucial role in developing and implementing innovative finance strategies aimed at mobilizing capital and enhancing the sustainability of programs focused on water security" style="border-bottom: 1px dotted #007bff !important;">security, watershed restoration, nature-based solutions, and climate resilience. This position is part of the Innovative Finance Unit (IF) and involves providing technical leadership and advisory support to various teams at the country, regional, and global levels. The TA-WE collaborates closely with the CRS Global Water Security unit and the Livelihoods, Markets, Agriculture and Climate unit (LMAC) to ensure the delivery of high-quality, innovative programming. The role requires a strong focus on integrating development finance approaches into design" style="border-bottom: 1px dotted #007bff !important;">program design, business development, and implementation, ultimately helping to scale social and environmental impact through financially sustainable models. The TA-WE is expected to leverage technical expertise, engage in partnership development, and exert strategic influence to achieve these objectives.

Required Qualifications:
The position requires a Bachelor’s degree in natural resources, environment, engineering, or related fields. Additionally, candidates must have a minimum of 10 years of experience managing complex projects and engaging with donors, governments, and private sector partners related to water security and environmental development. Experience working on projects in Africa, Asia, Latin America, and/or the Middle East is essential. A proven track record of mobilizing capital and fostering partnerships with various stakeholders, including donors and financial institutions, is also required. Preferred qualifications include a Master’s degree and experience working with development finance institutions such as the USG/DFC, Inter-American Development Bank, Asian Development Bank, and African Development Fund.
Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as natural resources, environment, or engineering. A Master’s degree is preferred and may enhance the candidate's qualifications for the role.
Experience:
The role requires a minimum of 10 years of relevant experience, particularly in managing complex projects and engaging with various stakeholders, including donors, governments, and private sector partners. Experience in international development, particularly in water security and environmental development, is crucial. Familiarity with projects in diverse geographical regions such as Africa, Asia, Latin America, and the Middle East is highly valued.
Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

This position does not have supervisory responsibilities. The role may require travel up to 25%. - Designing and implementing innovative finance strategies, standards, tools, and best practices for water security, watershed restoration, climate resilience, and nature-based solutions, ensuring alignment with CRS programming principles.
- Providing technical solutions and advisory support to country, regional, and global teams on development finance approaches, partnership models, financial mechanisms, and sustainable financing strategies that enhance program quality and impact.
- Collaborating with various teams to integrate development finance approaches into program design, implementation, and adaptive management processes.
- Serving as a technical resource and focal point for development finance approaches within water and environmental programming, offering specialized expertise and guidance.
- Contributing to agency efforts to position CRS for strategic funding opportunities in innovative finance for water and environmental programming, including providing technical guidance for complex proposals and project design.
- Supporting the identification and development of innovative financing opportunities involving development finance institutions, investors, donors, and private-sector actors.
- Overseeing capacity strengthening initiatives related to development finance for water and environment programming through training, mentoring, and technical exchanges.
- Documenting and sharing evidence, lessons learned, and promising practices related to innovative finance and environmental programming.
- Creating and strengthening relationships with key actors in innovative finance initiatives, including development banks and social investors. 1
- Representing CRS in regional and global forums to strengthen collaboration and expand opportunities for innovative finance in water and environmental programming.
