Job Overview:
The WASH Program Manager will play a crucial role in addressing the high level of emergency needs in Tawila, North Darfur, where the humanitarian situation is dire due to ongoing conflicts and natural disasters. The manager will oversee the implementation of WASH (Water, Sanitation, and Hygiene) programs, focusing on providing safe water access and sanitation facilities to internally displaced persons (IDPs) in overcrowded camps. The role requires coordination with various stakeholders, including the WASH Cluster, to ensure effective response to cholera outbreaks and other health crises. The manager will also be responsible for managing a team and ensuring that WASH services are delivered efficiently and effectively, adapting to the rapidly changing context of the region.

Duties and Responsibilities:
  • Lead the implementation of WASH programs in Tawila, ensuring adherence to humanitarian standards and best practices.
  • Coordinate with the WASH Cluster and other partners to align efforts and share resources effectively.
  • Manage the WASH Core Pipeline and other pipelines in collaboration with the Deputy WASH Coordinator.
  • Oversee the installation of water supply systems in camps housing 600,000 IDPs, ensuring access to safe drinking water.
  • Respond to cholera outbreaks by implementing emergency WASH interventions.
  • Conduct needs assessments and monitor the effectiveness of WASH interventions.
  • Ensure compliance with security protocols and adapt operations to the volatile context.
  • Provide training and support to local staff and partners to enhance capacity in WASH programming.
  • Prepare reports and documentation for donors and stakeholders, detailing program progress and challenges.

Required Qualifications:
  • A Bachelor’s or Master’s degree in Water Resource Management, Engineering, or a related field.
  • A minimum of 3-4 years of experience in the humanitarian sector, specifically in WASH programming.
  • Proven experience in emergency and early recovery programming, particularly in protracted crisis contexts.
  • Strong analytical skills and a proactive, solution-oriented approach to work.
  • Experience in partnership management, preferably with local organizations.
  • Excellent mastery of MS Office, particularly Excel; knowledge of GIS is desirable.

Educational Background:
Candidates must possess a Bachelor’s or Master’s degree in a relevant field such as Water Resource Management or Engineering. This educational background is essential to ensure that the candidate has the necessary technical knowledge and skills to effectively manage WASH programs in challenging environments.

Experience:
The position requires a minimum of 3-4 years of relevant experience in the humanitarian sector, with a focus on WASH programming. Candidates should have experience in similar roles, demonstrating their ability to manage complex projects in emergency settings and adapt to rapidly changing circumstances.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with international partners. Proficiency in Arabic is considered an asset, as it will facilitate communication with local communities and stakeholders.

Additional Notes:
The position is a salaried role with a starting salary of EUR 2310 gross per month, which includes a base salary of EUR 2100 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract duration is for 6 months, with a potential for extension based on funding and performance. Breaks are implemented at a rate of 7 working days every three months, with an additional rest day granted for each month worked. An insurance package is provided, covering healthcare expenses, including medical and surgical costs, dental care, and repatriation. Living conditions in Tawila are basic, with limited amenities, and a curfew is enforced at 9:00 PM.
