Job Overview:
The position of IC Apoyo sector Adquisiciones PNUD involves working closely with the operations and programs team to execute operational processes that contribute to the implementation goals set by the UNDP office in El Salvador. The consultant will support the updating of operational processes and will be enabled to perform activities within corporate tools that manage aspects of the procurement area. This role is crucial for ensuring that procurement processes are efficient and aligned with the organization's objectives. The consultant will be expected to engage actively with the team, providing insights and recommendations based on their expertise in procurement. The assignment is set for a maximum duration of 4 months and 15 days, during which the consultant will be expected to deliver high-quality outputs that meet the expectations of the UNDP.

Duties and Responsibilities:
  • Collaborate with the operations and programs team to identify and streamline procurement processes.
  • Assist in the updating and documentation of operational procedures related to procurement.
  • Utilize corporate tools to manage procurement activities effectively.
  • Provide technical support and guidance to team members on procurement best practices.
  • Ensure compliance with UNDP procurement policies and procedures.
  • Prepare reports and documentation related to procurement activities.
  • Engage with suppliers and stakeholders to facilitate procurement processes.
  • Participate in meetings and discussions to provide input on procurement strategies.
  • Address any procurement-related queries and provide clarifications as needed. 1
  • Contribute to the overall goals of the UNDP office by ensuring timely and efficient procurement operations.

Required Qualifications:
  • Proven experience in procurement processes, preferably within international organizations or NGOs.
  • Strong understanding of procurement policies and procedures.
  • Excellent analytical and problem-solving skills.
  • Ability to work collaboratively in a team environment.
  • Strong communication skills, both written and verbal.
  • Proficiency in using procurement management software and tools.
  • Ability to manage multiple tasks and meet deadlines effectively.
  • Knowledge of UNDP procurement guidelines is an advantage.

Educational Background:
A bachelor's degree in business administration, finance, public administration, or a related field is required. A master's degree in a relevant discipline would be an advantage and may enhance the candidate's profile for this position.

Experience:
A minimum of 3 years of relevant experience in procurement or supply chain management is required. Experience working with international organizations or in a consulting capacity is highly desirable. The candidate should demonstrate a track record of successful procurement projects and the ability to navigate complex procurement environments.

Languages:
Fluency in Spanish is mandatory, as the position requires communication with local stakeholders and documentation in Spanish. Proficiency in English is considered an asset, as it may be necessary for communication with international teams and for understanding UNDP guidelines and materials.

Additional Notes:
The contract type for this position is that of an Individual Consultant (Persona Natural). The assignment is expected to last for a maximum of 4 months and 15 days. The consultant will be required to submit their proposal directly through the UNDP supplier portal before the deadline. This position is not a full-time employment role but rather a consultancy, and the consultant will be expected to work on a flexible schedule to meet the needs of the UNDP office.
