Job Overview:
The Emergency Project Manager will be responsible for emergency responses in the Central and Northern regions of Mali. This role involves coordinating with both internal and external stakeholders at NRC, ensuring quality in emergency preparedness and response, and managing the development of quality reports. The PM will provide technical supervision to NRC's emergency response teams and local partners on the ground to address crises related to conflicts, displacement, and natural disasters. Additionally, the PM will technically support local partners in disaster risk preparedness at the community level. The position entails coordinating all emergency preparedness plans, minimum emergency preparedness actions, and supervising emergency activities across NRC's operational areas. This includes preparation, multi-sector assessments, coordination with humanitarian actors, local stakeholders, and overseeing emergency responses in collaboration with the emergency team, Area Manager, base managers, Emergency Response Specialist, Head of Programme, and other program and support departments such as finance, logistics, human resources, and safety and access.

Duties and Responsibilities:
The Emergency Project Manager will ensure compliance with NRC's policies, manuals, procedures, and SOPs. Responsibilities include overseeing the strategic development and operational management of emergency interventions in the Central and Northern regions for NRC. The PM will contribute to the development of national, regional, and local strategies based on context, technical expertise, and needs assessments. They will assist in emergency planning by conducting program-specific contextual analyses and contribute to needs assessments, including protection risks and needs, as well as developing and implementing a coordinated emergency response. The PM will participate in funding proposal development, budget proposals, and donor reporting. They will implement emergency response projects, manage budgets while ensuring quality, synergy between NRC's various programs, adherence to timelines, and efficient resource use, collaborating with the MEAL department for timely monitoring actions. The PM will support local partners in implementing multi-risk disaster preparedness projects in targeted local communities within their intervention area. They will be the primary contact for developing emergency preparedness planning (bReady) and preparedness actions within the area office operations. The PM will manage and build the capacity of project staff, local implementation partners, and ensure knowledge transfer. They will represent NRC in relevant forums/groups, including meetings with authorities and donor representatives in the Central and Northern regions regarding emergency response. The PM will lead regional coordination of the Rapid Response Mechanism (RRM) when NRC is the lead at the regional level and promote the rights of displaced persons in line with advocacy strategies.

Required Qualifications:
The ideal candidate should possess a Master's degree in law, social sciences, or a relevant field. A minimum of four years of experience in a humanitarian programming environment, with at least three years in a high-level project management position, is required. Previous professional experience in implementing an emergency program cycle in complex, fragile, and unstable contexts is essential. Knowledge and skills in cash-based programming and market analysis are necessary. Expertise in emergency response, including rapid response mechanisms (RRM) or emergency response mechanisms (ERM), is crucial. Technical expertise in one of NRC's core competencies (Shelter/NFI, WASH, Cash & Market) is an additional advantage. Documented results related to the responsibilities of the position are expected. Proficiency in both French and English, written and spoken, is mandatory. Strong computer skills in Microsoft Office, particularly Excel, are required. Experience in project cycle management and personnel management is essential. The candidate should demonstrate social and cultural sensitivity and have experience working in contexts where insecurity is a significant issue. Proven report writing skills and the ability to convey knowledge to diverse audiences through training, mentoring, and other formal and informal methods are necessary.

Educational Background:

Experience:

Languages:
Proficiency in French and English is mandatory for this position, both written and spoken. This bilingual requirement is crucial for effective communication with local partners, stakeholders, and team members. Additional languages relevant to the region may be considered an asset but are not mandatory.

This position is a national role based in Mopti, Mali, and may involve travel to various locations within the country. The contract duration and specific terms of employment will be discussed during the interview process.
