Job Overview:
The Deputy Team Leader (Technical) is responsible for overseeing and mentoring program sector technical leads to achieve the program's goals. This role ensures technical coherence across all program components and aligns interventions with HELP-S outcomes and cross-cutting principles, including gender-transformative approaches, disability inclusion, conflict sensitivity, and climate adaptation. The Deputy Team Leader facilitates cross-learning between program components and addresses technical challenges during implementation. The successful candidate will possess exceptional experience and expertise in humanitarian response, particularly in Sudan, and will be skilled in delivering integrated services effectively and efficiently. Additionally, the role involves building the capacity of Sudanese partner organizations and ensuring that local partners and communities are central to humanitarian action, fostering a locally led and sustainable response. The Deputy Team Leader will also act on behalf of the Team Leader in their absence and represent the program in coordination forums.
Duties and Responsibilities:
The Deputy Team Leader will lead the development and implementation of the program's framework in collaboration with partners and cross-sectoral advisors to achieve the program's objectives. This includes managing staff in a matrixed system focused on adaptive management, overseeing all program technical contributions, and ensuring context-driven and evidence-based approaches to improving access to Health, Nutrition, WASH, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security, Livelihoods, and Protection. The Deputy Team Leader will guide the program team in making data-driven decisions and programmatic improvements, identify issues and risks related to program implementation, and support the development of monitoring, evaluation, and learning plans. Responsibilities also include ensuring alignment with IRC technical standards and donor requirements, managing budgets, overseeing technical writing products, and ensuring ongoing quality assurance and improvement for technical activities.
Required Qualifications:
Candidates must possess an advanced degree (or equivalent experience) in Health, Nutrition, WASH, or a related field, along with at least 8 years of work experience in international development. A minimum of 8 years in a senior management role overseeing large and complex donor-funded programs is required, with experience managing diverse teams and consortium partners. Familiarity with national-scale program delivery is advantageous, as is extensive experience working in East Africa or North Africa, particularly in Sudan. Candidates should demonstrate leadership and direction in harnessing multi-disciplinary skills within complex and high-risk environments, possess excellent analytical, communication, and writing skills, and be able to articulate evidence-backed arguments and positions.
Educational Background:
An advanced degree in a relevant field such as Health, Nutrition, or WASH is required. Equivalent experience may also be considered. The educational background should reflect a strong foundation in international development principles and practices, particularly in humanitarian contexts.
Experience:
The position requires at least 8 years of relevant work experience, particularly in senior management roles within large and complex donor-funded programs. Candidates should have a proven track record of managing diverse teams and delivering programs at a national scale, ideally with experience in East Africa or North Africa, and specifically in Sudan.
Languages:
Fluency in English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, but English and Arabic are essential for effective communication within the role.
Additional Notes:
The recruitment for this role is contingent upon the successful award of the project, and the final selection of the applicant is subject to approval by the FCDO. The position is expected to run from October 2026 for a duration of 2.5 years.
