Job Overview:
The Construction Management Engineer will play a pivotal role in overseeing infrastructure projects, ensuring that they are executed in accordance with UNOPS standards for quality, budget, and schedule. This position requires a strong focus on compliance with approved designs and technical specifications, as well as effective coordination with municipal authorities and local stakeholders. The incumbent will be responsible for facilitating communication, securing necessary approvals, and ensuring that all construction activities align with local regulations. The role encompasses a variety of technical and coordination processes, including participation in site meetings, procurement activities, and evaluation committees. The Construction Management Engineer will also review and provide technical inputs on design briefs, technical documentation, bills of quantities (BoQs), and cost estimates, ensuring that they meet international standards and client requirements. This position is essential for the successful delivery of resilient, safe, and sustainable infrastructure projects.

Duties and Responsibilities:

• Oversee and manage daily site construction activities to ensure compliance with project specifications, approved drawings, and contractual obligations.
• Monitor work progress and contractor performance to ensure timely, cost-effective, and high-quality delivery of outputs.
• Identify and report potential delays, risks, and cost overruns, recommending and implementing approved corrective actions.
• Supervise construction works as per contractual provisions, verifying consistency with Bills of Quantity (BoQs) and approved schedules.
• Review and assess contractors’ progress payment claims, variation orders, and extension requests for accuracy and compliance.
• Maintain proper documentation of project activities, including progress reports, site records, and meeting minutes.
• Represent UNOPS in site meetings, coordination forums, and stakeholder consultations as delegated by the supervisor.
• Ensure effective communication and coordination with contractors, suppliers, and project stakeholders to address technical and operational issues promptly.
• Enforce compliance with UNOPS quality standards and project-specific quality assurance plans. 1
• Conduct regular inspections and testing of materials, equipment, and works to ensure conformity with design specifications and quality benchmarks. 1
• Review and verify contractor quality control procedures, inspection reports, and material certifications. 1
• Prepare and monitor quality control documentation, including inspection checklists, test logs, and non-conformance reports. 1
• Lead the implementation of UNOPS HSSE management systems at the project site, ensuring compliance with organizational and local regulations. 1
• Conduct regular safety inspections, toolbox talks, and risk assessments to identify and mitigate hazards. 1
• Promote environmental sustainability and integrate green construction practices across project activities. 1
• Ensure contractors’ personnel receive adequate training and supervision on occupational safety, environmental management, and emergency preparedness. 1
• Monitor and report on incidents, near misses, and corrective actions, maintaining a culture of accountability and prevention. 1
• Track project progress against work plans, milestones, and performance targets, providing accurate updates to stakeholders. 1
• Prepare detailed weekly and monthly reports covering progress, quality, health and safety, environmental, and financial aspects. 2
• Support the preparation of Interim Payment Certificates (IPCs), contract close-out documentation, and project completion reports. 2
• Maintain comprehensive site records, including daily logs, inspection reports, correspondence, and photographic evidence. 2
• Participate in project review meetings, ensuring timely follow-up on actions and decisions. 2
• Support the organization, facilitation, and delivery of training and learning sessions on project management and construction management. 2
• Participate in knowledge-sharing initiatives and Communities of Practice (CoPs), contributing insights and lessons learned. 2
• Conduct research on infrastructure- and project management-related topics and contribute to the drafting of reports, summaries, and briefing notes.

Required Qualifications:

• Bachelor’s degree (or equivalent) in Civil Engineering, Construction Management, or related fields with 2 years of relevant experience, OR a Master’s degree (or equivalent) in any of the above or related fields with 0 years of relevant experience is required.
• A globally or nationally recognized professional certificate in Administration is desired.
• Relevant experience in building construction, site supervision, or infrastructure project management or similar fields is required.
• Experience in quality control, monitoring, and reporting within construction projects is required.
• Demonstrable proficiency in the use of collaboration and productivity tools (e.g., MS Office, G-Suite, etc.) and web-based management systems is required.
• Experience of working in multicultural environments or UN system organizations in a developing country is desired.
• Experience in development or humanitarian contexts is desired.
• Experience in project documentation, report writing, and technical communication is desired.

Educational Background:
The position requires a Bachelor’s degree in Civil Engineering, Construction Management, or related fields. Alternatively, a Master’s degree in the same or related fields is acceptable, particularly for candidates with no prior experience. A professional certification in Administration is also desired, indicating a commitment to ongoing professional development and expertise in project management.

Experience:
Candidates should have relevant experience in building construction, site supervision, or infrastructure project management. A minimum of two years of experience is required for those with a Bachelor’s degree, while candidates with a Master’s degree are expected to have relevant experience in similar fields. Experience in quality control, monitoring, and reporting within construction projects is essential, as well as proficiency in collaboration and productivity tools. Experience in multicultural environments or within the UN system is preferred, particularly in developing countries, as well as experience in development or humanitarian contexts.

Languages:
Fluency in English and Turkish is required for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is fluency in these two languages to ensure effective communication with stakeholders and project teams.

Additional Notes:
The position is classified at the Associate level (ICS 08) and is offered under an Individual Contractor Agreement (ICA) as a Specialist on a regular contract basis. The contract duration is ongoing, subject to satisfactory performance and availability of funds.
