Job Overview:
The Chief of Service, Management and Programme Analysis, will be responsible for overseeing the substantive work programme of the Corporate Management Division. This includes formulating and supervising the implementation of strategies and policies, managing activities, and ensuring timely execution of programmed activities. The incumbent will coordinate work across various sections and units within the Division and with external service providers, contributing to the overall management of the Division's operations. The role requires engagement in team management, governance, and ensuring high-quality outputs that align with UN-Habitat's strategic plan. The Chief will also advise on recommendations from oversight bodies and external evaluations, ensuring that the Division's work is effective and efficient.

Duties and Responsibilities:
The Chief of Service will manage the work programme and strategic planning of the Division, ensuring that all activities are executed in a timely manner. Responsibilities include overseeing the management of activities, coordinating work within the Division and with external partners, and contributing to the formulation of overall strategies and policies. The incumbent will engage in team management, ensuring high-quality outputs and compliance with relevant mandates. Additionally, the Chief will oversee human resources management, financial planning, and budget management, acting as the Secretary of the Budget Committee and representing the Division at various meetings. The role also involves providing operational support to other divisions and outposted offices, leading the organization of meetings and seminars, and liaising with third-party service providers. The Chief will coordinate the preparation of reports for intergovernmental bodies and participate in internal governance mechanisms, ensuring effective data management and risk assessment.

Required Qualifications:
Candidates must possess a strong background in administrative support within the UN system, particularly in financial or human resources management. They should demonstrate the ability to produce high-quality reports and papers, apply UN regulations, and perform data analysis to support decision-making. Professionalism, accountability, client orientation, leadership, and vision are essential competencies for this role. The incumbent should be able to manage diverse teams, foster teamwork, and communicate effectively across organizational boundaries. They must also demonstrate a commitment to gender balance and inclusivity in staffing.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business administration, finance, economics, accounting, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, enhancing the candidate's qualifications for this position.

Experience:
A minimum of fifteen years of progressively responsible experience in human resources management, administration, financial management, or a related field is required. Candidates should have at least seven years of experience in leadership roles managing diverse teams and substantive work units. Additionally, a minimum of five years of experience in risk management and internal control, as well as in Human Resources Management within a large-scale international organization, is essential. Experience in budgetary and financial report preparation and oversight of services provided to country and regional offices is also required, with data analytics experience being a desirable asset.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French would be considered an asset for candidates.

The appointment for this position is for an initial period of one year, with the possibility of extension based on the availability of the post or funds.
