Job Overview:
The Gender and Local Community Specialist will play a crucial role in supporting the FAO project team in the development of a comprehensive project document aimed at enhancing gender equality and social inclusion within the context of inland water fisheries management. This position requires a deep understanding of gender dynamics and community livelihoods, particularly in relation to small-scale fisheries. The Specialist will be responsible for conducting gender analyses, developing gender strategies, and ensuring that project interventions are inclusive and equitable. The role involves close collaboration with various stakeholders, including national authorities, to ensure that the project meets its objectives of improving food security and supporting the livelihoods of small-scale fishers. The Specialist will also be tasked with compiling and organizing relevant information and documentation to support the project's goals.

Duties and Responsibilities:

• Conduct a thorough gender analysis based on literature reviews and stakeholder consultations to inform project strategies.
• Develop a comprehensive gender strategy and action plan that ensures equitable benefits for all social groups involved in the project.
• Prepare and consolidate draft documents related to gender, including inputs for the Gender Action Plan and project results framework.
• Compile baseline information on community livelihoods in target landscapes and support the consolidation of technical inputs for livelihood-related project activities.
• Organize project files and documentation related to gender and livelihood components, ensuring all materials are accessible and well-maintained.
• Perform additional technical and operational support tasks as assigned by the supervisor, contributing to the overall success of the project.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Social Sciences, Business Administration, Marketing, Agriculture, Environmental Economics, or a related field. A minimum of 5 years of relevant experience in gender and livelihood development, particularly in sectors such as fisheries, agriculture, or forestry, is required. Candidates should demonstrate a strong understanding of gender issues and community dynamics, with the ability to integrate these considerations into project design and implementation. Additionally, candidates must have a working knowledge of English and Bahasa Indonesia at Level C proficiency, and must be nationals of Indonesia or residents with a valid work permit.

Educational Background:
The position requires a Master’s degree or equivalent in a relevant field such as Social Sciences, Business Administration, Marketing, Agriculture, or Environmental Economics. This educational background is essential for understanding the complexities of gender and livelihood issues within the context of fisheries management and sustainable development.

Experience:
Candidates should have at least 5 years of experience working in gender and livelihood development, with a preference for experience in sectors related to fisheries, agriculture, or forestry. Experience in preparing gender action plans, conducting gender analyses, and engaging with various stakeholders, including government agencies and local communities, is highly desirable. Familiarity with internationally funded projects, particularly those supported by GEF, is also an asset.

Languages:
Proficiency in English and Bahasa Indonesia is mandatory, with a working knowledge at Level C being required. Additional language skills may be beneficial but are not specified as mandatory for this position.
